2017 WISCONSIN ACT 206
An Act to renumber 118.19 (18) (b) 1. and 118.19 (18) (b) 2.; to renumber and amend 118.19 (18) (b) 3. a. and 118.19 (18) (b) 3. b.; to amend 118.19 (18) (c); and to create 20.235 (1) (c) and 39.51 of the statutes; relating to: a pilot grant program to support college courses taught in high schools, lifetime licenses issued by the Department of Public Instruction, granting rule-making authority, and making an appropriation.
The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:

. 20.235 (1) (c) of the statutes is created to read:
20.235 (1) (c) Dual enrollment credential grants. The amounts in the schedule for grants under s. 39.51 (2). No moneys may be encumbered under this paragraph after June 30, 2021.

3. 39.51 of the statutes is created to read:
39.51 Dual enrollment credential grants. (1) In this section:
(a) “Dual enrollment programs" means programs or courses of study designed to provide high school students with the opportunity to gain credits in both high school and an institution of higher education, including transcripted credit programs or other educational services provided by contract between a school district and an institution of higher education.
(b) “Institution of higher education” has the meaning given in s. 118.19 (1c) (a).
(c) “Membership” has the meaning given in s. 121.004 (5).
(d) “School year” has the meaning given in s. 115.001 (13).
(2) Beginning in the 2018-19 school year, from the appropriation under s. 20.235 (1) (c), the board shall award grants to school districts, charter schools authorized under s. 118.40 (2r), and private schools participating in a program under s. 118.60 or 119.23 to support dual enrollment programs taught in high schools. These grants shall be awarded for the purpose of assisting high school teachers in covering tuition expenses for courses taken to meet the minimal qualifications necessary to teach dual enrollment courses.
(3) In each school year, the board shall award at least one grant under sub. (2) to each of the following:
(a) A school district the membership of which in the previous school year was fewer than 650 pupils.
(b) A school district the membership of which in the previous school year was 650 to 1,600 pupils.
(c) A school district the membership of which in the previous school year was more than 1,600 pupils.
(d) A charter school established under s. 118.40 (2r).
(e) A private school participating in the program under s. 118.60 or 119.23.
(4) Following the school year in which a school district, charter school authorized under s. 118.40 (2r), or private school participating in a program under s. 118.60 or 119.23 receives a grant under sub. (2), the school district, charter school, or private school shall submit to the board a report that includes all of the following information:
(a) The number of high school teachers who received financial assistance funded by the grant.
(b) The total number of postsecondary credits completed by high school teachers that were funded by the grant.
(c) The number of high school teachers described under par. (a) who are minimally qualified to teach dual enrollment courses.
(5) No grant may be awarded under this section after June 30, 2021.

2017 Wisconsin Act 59, is renumbered 118.19 (18) (bg) 1. and amended to read:
118.19 (18) (bg) 1. The department may issue a lifetime license under this subdivision to an individual who obtained a provisional license under subd. 2. or par. (a) or (bc) if the individual has successfully completed 6 semesters of teaching, administrating, or pupil services experience and if the school board of each school district in which the individual served as a teacher, administrator, or pupil services professional certifies to the department that the semesters completed by that individual in that school district were completed successfully, as defined by the department by rule.

Section 3r. 118.19 (18) (b) 3. b. of the statutes, as created by
2017 Wisconsin Act 59, is renumbered 118.19 (18) (bg) 2. and amended to read:
118.19 (18) (bg) 2. An individual who does not
successfully complete 6 semesters of teaching, administrating, or pupil services experience, as defined by the department by rule, within the 3-year term of a provisional license issued under par. (a) or (bc) may apply to renew the provisional license. There is no limit to the number of times an individual may renew a provisional license under par. (a) or (bc).
118.19 (18) (c) If an individual who holds a lifetime license under par. (b) (bd) or (bg) is not actively regularly employed by a school district in education, as defined by the department by rule, for 5 or more consecutive years, the department shall invalidate the lifetime license. An individual whose lifetime license has been invalidated under this paragraph may not revalidate the lifetime license until the individual applies for and obtains a provisional license under par. (a) and obtains the certification required under par. (b) 3. a. satisfies the requirements under par. (bg) for a lifetime license.

.
Nonstatutory provisions.
(1) Report. No later than January 31, 2021, the higher educational aids board shall submit a report to the joint committee on finance assessing the effectiveness of the grant program under section 39.51 of the statutes and specifically including all of the following information for each of the first 2 years of the program:
(a) The total number of grant applicants and the total number of grant recipients.
(b) The total dollar amount of grants awarded.
(c) The total number of course credits completed by high school teachers that are funded with the grant proceeds.
