AB103-ASA1,1,4 1An Act to create 115.76 (3) (k) of the statutes; relating to: specifying that
2significant developmental delay is a handicapping condition that may qualify
3certain children for special education and directing the department of public
4instruction to conduct inservice training.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB103-ASA1, s. 1 5Section 1. 115.76 (3) (k) of the statutes is created to read:
AB103-ASA1,1,76 115.76 (3) (k) For children who are 3, 4 or 5 years old, significant developmental
7delay.
AB103-ASA1, s. 2 8Section 2. Nonstatutory provisions.
AB103-ASA1,1,139 (1)  During the 1995-97 fiscal biennium the department of public instruction
10shall conduct inservice training for early childhood special education teachers and
11directors in identifying children with significant developmental delay to ensure that
12only children meeting the criteria established by the department by rule are so
13identified.

1Section 3. Effective dates. This act takes effect on the day after publication,
2except as follows:
AB103-ASA1,2,43 (1) The treatment of section 115.76 (3) (k) of the statutes takes effect on July
