AB130-AA24,1,3 32. Page 45, line 1: delete lines 1 to 14 and substitute:
AB130-AA24,1,4 4" Section 59m. 46.263 (1) of the statutes is amended to read:
AB130-AA24,1,85 46.263 (1) From the appropriation under s. 20.435 (3) (f), the department shall
6distribute $2,500,000 in the first 6 months of 1995 $5,000,000 in each year to counties
7for early intervention services for first offenders and for intensive community-based
8intervention services for seriously chronic offenders.
AB130-AA24, s. 59p 9Section 59p. 46.263 (2) of the statutes is amended to read:
AB130-AA24,1,1610 46.263 (2) To determine eligibility for a payment under sub. (1), the department
11shall require a county to submit a plan for the expenditure of that payment that
12ensures that the county targets the programs to be funded under that payment
13appropriately and that ensures that the county maintains or increases its aggregate
14expenditures from sources other than that payment for juvenile delinquency-related
15services at or above the average level of those expenditures in the 2 years preceding
16the year in which the payment is made under sub. (1)

1Section 60d. 46.263 (3) of the statutes is amended to read:
AB130-AA24,2,162 46.263 (3) The department shall distribute 33% of the amounts distributed
3under sub. (1) based on each county's proportion of the number of children who are
4taken into custody statewide for alleged violations that are punishable as a Class A
5or a Class B felony if committed by an adult
violent Part I juvenile offenses reported
6statewide under the uniform crime reporting system of the office of justice assistance
7in the department of administration
, during the most recent 2-year period for which
8that information is available. The department shall distribute 33% of the amounts
9distributed under sub. (1) based on each county's proportion of the number of
10children statewide who are placed in a juvenile correctional institution, during the
11most recent 2-year period for which that information is available. The department
12shall distribute 34% of the amounts distributed under sub. (1) based on each county's
13proportion of the number of total Part I juvenile offenses reported statewide under
14the uniform crime reporting system of the Wisconsin department office of justice
15assistance, during the most recent 2-year period for which that information is
16available.".

22increased by $2,500,000 for fiscal year 1995-96 and the dollar amount is increased
23by $2,500,000 for fiscal year 1996-97 to increase funding for the purpose for which
24the appropriation is made.".
