14of the annual salary for the office sought, rounded to the nearest multiple of $25; or
153) 32.35 42.2 cents per inhabitant of the jurisdiction or district, but in no event more
16than $43,125 $56,200.
AB37-ASA1-AA17, s. 14r 17Section 14r. 11.31 (2) of the statutes is amended to read:
AB37-ASA1-AA17,4,718 11.31 (2) Limitation imposed. No candidate for state office at a spring or general
19election who files a sworn statement and application to receive a grant from the
20Wisconsin election campaign fund may make or authorize total disbursements from
21the campaign treasury in any campaign to the extent of more than the amount
22prescribed in sub. (1), adjusted as provided under sub. (9), unless the board
23determines that the candidate is not eligible to receive a grant, the candidate
24withdraws his or her application under s. 11.50 (2) (h), or s. 11.50 (2) (i) applies. No
25candidate for state office at a special election who files a sworn statement and

1application to receive a grant from the Wisconsin election campaign fund may make
2or authorize total disbursements from the campaign treasury in any campaign to the
3extent of more than the amount prescribed under sub. (1), adjusted as provided
4under sub. (9),
for the preceding spring or general election for the same office, unless
5the board determines that the candidate is not eligible to receive a grant, the
6candidate withdraws his or her application under s. 11.50 (2) (h), or s. 11.50 (2) (i)
7applies.
AB37-ASA1-AA17, s. 14w 8Section 14w. 11.31 (3) of the statutes is amended to read:
AB37-ASA1-AA17,4,149 11.31 (3) Gubernatorial campaigns. For purposes of compliance with the
10limitations imposed under sub. (2), candidates for governor and lieutenant governor
11of the same political party who both accept grants from the Wisconsin election
12campaign fund may agree to combine disbursement levels under sub. (1) (a) and (b),
13adjusted as provided under sub. (9),
and reallocate the total level between them. The
14candidates shall each inform the board of any such agreement.".

AB37-ASA1-AA17,4,2017 11.31 (9) Cost-of-living adjustment. (a) In this subsection, "consumer price
18index" means the average of the consumer price index over each 12-month period,
19all items, U.S. city average, as determined by the bureau of labor statistics of the U.S.
20department of labor.
AB37-ASA1-AA17,5,821 (b) The dollar amounts of all disbursement limitations specified in sub. (1) shall
22be subject to a biennial cost-of-living adjustment to be determined by rule of the
23board in accordance with this subsection. To determine the adjustment, the board
24shall calculate the percentage difference between the consumer price index for the

112-month period ending on December 31 of each odd-numbered year and the
2consumer price index for the base period, calendar year 1995. The board shall
3increase the disbursement limitations specified under sub. (1) by such amount each
4biennium, rounded to the nearest multiple of $25 in the case of amounts of $1 or more,
5which amount shall be in effect until a subsequent rule is promulgated under this
6subsection. Notwithstanding s. 227.24 (3), determinations under this subsection
7may be promulgated as an emergency rule under s. 227.24 without a finding of
8emergency.".

13is or would be held, if required, indicate that the candidate has received at least the
14amount provided in this subdivision, from contributions of money, other than loans,
15made by individuals, which have been received during the period ending on the date
16of the spring primary and July 1 preceding such date in the case of candidates at the
17spring election, or the date of the September primary and January 1 preceding such
18date in the case of candidates at the general election, or the date that a special
19primary will or would be held, if required, and 90 days preceding such date or the
20date a special election is ordered, whichever is earlier, in the case of special election
21candidates, which contributions are in the aggregate amount of $100 or less, and
22which are fully identified and itemized as to the exact source thereof. A contribution
23received from a conduit which is identified by the conduit as originating from an
24individual shall be considered a contribution made by the individual. Only the first

1$100 of an aggregate contribution of more than $100 may be counted toward the
2required percentage. For a candidate at the spring or general election for an office
3identified in s. 11.26 (1) (a) or a candidate at a special election, the required amount
4to qualify for a grant is 5% of the candidate's authorized disbursement limitation, as
5determined
under s. 11.31 (1) and adjusted as provided under s. 11.31 (9). For any
6other candidate at the general election, the required amount to qualify for a grant
7is 10% of the candidate's authorized disbursement limitation, as determined under
8s. 11.31 (1) and adjusted as provided under s. 11.31 (9).".
