AB445-ASA2,1,3 1An Act to create 350.01 (9m), 350.01 (10d), 350.01 (10m), 350.02 (2) (a) 6. and
2350.18 (3) of the statutes; relating to: the operation of snowmobiles on
3highways for the purpose of certain types of access.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB445-ASA2, s. 1 4Section 1. 350.01 (9m) of the statutes is created to read:
AB445-ASA2,1,55 350.01 (9m) "Lodging establishment" means any of the following:
AB445-ASA2,1,66 (a) A bed and breakfast establishment, as defined in s. 254.61 (1).
AB445-ASA2,1,77 (b) A hotel, as defined in s. 254.61 (3).
AB445-ASA2,1,88 (c) A tourist rooming house, as defined in s. 254.61 (6).
AB445-ASA2,1,99 (d) A campground.
AB445-ASA2, s. 2 10Section 2. 350.01 (10d) of the statutes is created to read:
AB445-ASA2,1,1411 350.01 (10d) "Purpose of access from lodging" means for the purpose of
12traveling for the shortest distance that is necessary for a person operating the
13snowmobile to go between a lodging establishment and the snowmobile route or
14snowmobile trail that is closest to the lodging establishment.

1Section 3. 350.01 (10m) of the statutes is created to read:
AB445-ASA2,2,52 350.01 (10m) "Purpose of residential access" means for the purpose of traveling
3for the shortest distance that is necessary for a person operating the snowmobile to
4go between a residence and the snowmobile route or snowmobile trail that is closest
5to that residence.
AB445-ASA2, s. 4 6Section 4. 350.02 (2) (a) 6. of the statutes is created to read:
AB445-ASA2,2,127 350.02 (2) (a) 6. On a portion of the roadway or shoulder of a highway for a
8purpose of residential access or for the purpose of access from lodging if the town, city
9or village, within which that portion of the highway lies, enacts an ordinance under
10s. 350.18 (3) for that portion of the highway. A snowmobile operated on a portion of
11the roadway or shoulder of a highway under this subdivision shall observe roadway
12speed limits.
AB445-ASA2, s. 5 13Section 5. 350.18 (3) of the statutes is created to read:
AB445-ASA2,2,1914 350.18 (3) (a) A town, city or village may enact an ordinance allowing the
15operation of snowmobiles on a roadway and shoulder of a highway for any portion
16of a highway that lies within the boundaries of the town, city or village for the
17purpose of residential access, or for the purpose of access from lodging if the town,
18city or village also enacts or has in effect an ordinance for the purpose of residential
19access.
AB445-ASA2,2,2220 (b) The department and the snowmobile recreational council shall jointly
21prepare a model ordinance as an example of an ordinance that a town, city or village
22may enact under par. (a).
