AB557-ASA1-AA14,1,1 At the locations indicated, amend the substitute amendment as follows:

AB557-ASA1-AA14,1,3 1. Page 4, line 5: before "auditing" insert: "appointment of the secretary of transportation;".

AB557-ASA1-AA14,1,4 2. Page 4, line 8: before that line insert:

AB557-ASA1-AA14,1,5 " Section 1c. 13.489 (1) of the statutes is amended to read:

AB557-ASA1-AA14,1,14 13.489 (1) Creation. There is created a transportation projects commission consisting of the governor, 3 citizen members appointed by the governor to serve at his or her pleasure, and 5 senators and 5 representatives to the assembly appointed as are the members of standing committees in their respective houses. Of the members from each house, 3 shall be chosen from the majority party and 2 shall be chosen from the minority party. The secretary of transportation shall serve as a nonvoting member. The governor shall serve as chairperson. Citizen members of the commission shall be reimbursed for their actual and necessary expenses incurred as members of the commission from the appropriation under s. 20.395 (4) (aq).

AB557-ASA1-AA14, s. 1d Section 1d. 13.489 (1m) of the statutes is created to read:

AB557-ASA1-AA14,2,3 13.489 (1m) Secretary of transportation. The commission shall nominate, and with the advice and consent of the senate appoint, a secretary of transportation, to serve at the pleasure of the commission.

AB557-ASA1-AA14, s. 1g Section 1g. 15.05 (1) (a) of the statutes is amended to read:

AB557-ASA1-AA14,2,10 15.05 (1) (a) If a department is under the direction and supervision of a secretary, the secretary shall be nominated by the governor, and with the advice and consent of the senate appointed, to serve at the pleasure of the governor, except that the secretary of transportation shall be nominated by the transportation projects commission, and with the advice and consent of the senate appointed, to serve at the pleasure of the transportation projects commission.".

AB557-ASA1-AA14,2,11 3. Page 4, line 8: delete " Section 1" and substitute "Section 1j".

AB557-ASA1-AA14,2,12 4. Page 89, line 8: after that line insert:

AB557-ASA1-AA14,2,14 "(2g) Secretary of transportation. The treatment of sections 13.489 (1) and (1m) and 15.05 (1) (a) of the statutes takes effect on July 1, 1996.".
