AB585-SA1,1,21 At the locations indicated, amend the bill, as shown by assembly substitute
2amendment 2, as follows:
AB585-SA1,1,5 31. Page 1, line 5: before "and" insert: ", extending the time limit for emergency
4rule procedures, providing an exemption from emergency rule procedures, granting
5rule-making authority".
AB585-SA1,1,14 62. Page 4, line 25: delete the material beginning with "and" and ending with
7"writing." on page 5, line 3, and substitute: "and by giving a brief description of the
8proposed taking. The department publicity shall be distributed to the news media
9in the vicinity of the proposed taking and to the official state newspaper designated
10under s. 985.04. The department shall, by rule, establish a list of organizations,
11including nonprofit conservation groups, that have a professional, scientific or
12academic interest in endangered species or in threatened species. The department
13shall give notification of proposed takings under this subsection to these
14organizations.".

AB585-SA1,2,96 (1) The department of natural resources shall submit the proposed rule
7required under section 29.415 (6m) (e) of the statutes, as created by this act, to the
8legislative council staff for review under section 227.15 (1) of the statutes no later
9than October 1, 1996.
AB585-SA1,2,18 10(2) Using the procedure under section 227.24 of the statutes, the department
11of natural resources shall promulgate the rule required under section 29.415 (6m)
12(e) of the statutes, as created by this act. The rule shall be in effect until the effective
13date of the rule submitted under subsection (1), regardless of whether the period of
14time during which the rule is in effect exceeds the period authorized under section
15227.24 (1) (c) and (2) of the statutes. Notwithstanding section 227.24 (1) (a) and (2)
16(b) of the statutes, the department of natural resources need not provide evidence of
17the necessity of preservation of the public peace, health, safety or welfare in
18promulgating the rule under this subsection.".
