AB591-SA13,1,21 At the locations indicated, amend the bill, as shown by assembly substitute
2amendment 3, as follows:
AB591-SA13,1,3 31. Page 58, line 13: delete lines 13 to 15 and substitute:
AB591-SA13,1,10 4"(4) Entitlement. Fulfillment of the eligibility requirements for a component
5of Wisconsin works entitles an applicant to benefits under that component. If the
6department determines that funds are insufficient to provide benefits and services
7to all eligible applicants, the department shall submit a report to the cochairpersons
8of the joint committee on finance detailing the extent of the funding shortage and
9requesting an appropriation increase that is sufficient to provide benefits and
10services to all eligible applicants for the remainder of the fiscal biennium.".
AB591-SA13,1,11 112. Page 80, line 20: delete "may" and substitute "shall".
AB591-SA13,1,12 123. Page 81, line 19: after that line insert:
AB591-SA13,2,2 13"(1t) Other benefits. An individual who is not a participant in a Wisconsin
14works employment position, but who is eligible under s. 49.145 to participate in a
15Wisconsin works employment position and who applies for a Wisconsin works
16employment position shall receive from the Wisconsin works agency a monthly grant

1of $555 if the Wisconsin works agency is unable to provide subsidized or unsubsidized
2employment for the individual.".
