AB591-SA16,1,21 At the locations indicated, amend the bill, as shown by assembly bill 3, as
2follows:
AB591-SA16,1,4 31. Page 3, line 19: delete the material beginning with "applying" and ending
4with "age" on line 21, and substitute "repealing the learnfare program".
AB591-SA16,1,5 52. Page 12, line 3: after that line insert:
AB591-SA16,1,7 6" Section 24m. 20.445 (3) (p), (pm) and (ps) of the statutes, as affected by 1995

, are amended to read:
AB591-SA16,1,168 20.445 (3) (p) Federal aid; income maintenance payments. All federal moneys
9received for meeting costs of county administered public assistance programs under
10subch. III of ch. 49, and the costs of the child and spousal support and establishment
11of paternity program under s. 46.25 and the cost of child care and related
12transportation under s. 49.26 (1) (e)
. Disbursements under s. 46.03 (20) may be made
13from this appropriation. Any disbursement made under this appropriation to carry
14out a contract under ss. 46.25 (7) and 59.07 (97) shall be in accordance with the
15formula established by the department of health and social services under s. 46.25
16(7).

1(pm) Employment programs; administration. All federal moneys received for
2the administrative costs associated with the learnfare program under s. 49.26 (1),
3the job opportunities and basic skills program under s. 49.193 and the food stamp
4employment and training program under s. 49.124 (1m), to carry out those purposes.
AB591-SA16,2,95 (ps) Employment programs; aids. All federal moneys received for the provision
6or purchase of services for the learnfare program under s. 49.26 (1), the job
7opportunities and basic skills program under s. 49.193, the parental responsibility
8pilot program under s. 49.25 and the food stamp employment and training program
9under s. 49.124 (1m), to carry out those purposes.".

, are amended to read:
AB591-SA16,3,169 49.193 (3m) (c) The department may require any adult applicant for aid under
10s. 49.19 to attend one or more orientation sessions offered during the 30-day period
11beginning on the date that the caretaker relative applies for aid under s. 49.19.
12Orientation sessions offered under this paragraph shall emphasize self-sufficiency
13and shall encourage applicants to consider alternatives to aid under s. 49.19. The
14department may not require an applicant for aid who would be subject to the school
15attendance requirement under s. 49.50 (7) (g) to attend an orientation session under
16this paragraph at a time that would conflict with school attendance.
AB591-SA16,3,2317 (d) The department may require any adult applicant for aid under s. 49.19 who
18is required to participate in the program under this section to participate in job
19search activities under this paragraph. The department may require participation
20in not more than 30 days of job search activities under this paragraph. The
21department may not require an applicant for aid who would be subject to the school
22attendance requirement under s. 49.50 (7) (g) to participate in any job search activity
23under this paragraph at a time that would conflict with school attendance.

15(5) have been completed or were not completed due to the child's absence from school
16as provided in s. 118.16 (5m). In a prosecution under this paragraph subsection, if
17the defendant proves that he or she is unable to comply with the law because of the
18disobedience of the child, the action shall be dismissed and the child shall be referred
19to the court assigned to exercise jurisdiction under ch. 48.

4the program or curriculum may be appropriate for the truant child.".

51995, the dollar amount is decreased by $52,000 to reflect the elimination of the
