AB722-ASA2,1,2 1An Act to repeal 13.83 (4); and to create 13.83 (4) of the statutes; relating to:
2creating an environmental science study committee.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB722-ASA2, s. 1 3Section 1. 13.83 (4) of the statutes is created to read:
AB722-ASA2,1,94 13.83 (4) Environmental science study committee. (a) In this subsection,
5"agency" means any office, department, agency, institution of higher education,
6association, society or other body in state government created or authorized to be
7created by the constitution or any law which is entitled to expend moneys
8appropriated by law, including the legislature and the courts, and any authority
9created under ch. 231 or 234.
AB722-ASA2,2,210 (b) The joint legislative council shall in each biennium create an environmental
11science study committee. The committee shall consist of 9 members, appointed by
12the joint legislative council, who are not legislators and who have demonstrated
13expertise in at least one of the following: the engineering sciences, economic sciences,

1biological sciences, physical sciences, human medical sciences or statistical or risk
2assessment sciences. The members shall be appointed for 3-year terms.
AB722-ASA2,2,33 (c) The committee may do any of the following:
AB722-ASA2,2,54 1. Advise any agency on issues affecting the protection and management of the
5environment and natural resources in this state.
AB722-ASA2,2,76 2. Evaluate proposed rules that establish environmental or natural resources
7standards or other criteria.
AB722-ASA2,2,98 3. Review the scientific and technical adequacy of environmental programs,
9guidelines, methodologies, protocols and tests.
AB722-ASA2,2,1110 4. Recommend any scientific standard or other criteria for protection of human
11health and the environment that the committee determines is appropriate.
AB722-ASA2,2,1412 5. Review new information needs, the adequacy of data collection and analysis
13and the quality of agency environmental plans or programs of research, development
14and demonstration.
AB722-ASA2,2,1515 6. Assess the importance of natural and anthropogenic sources of pollution.
AB722-ASA2,2,1916 (d) In performing any function under par. (c), the committee shall consult and
17work closely with agencies, shall use sound, objective and scientific reasoning, shall
18assess the relative risk to human health and the environment and shall consider
19economic consequences.
AB722-ASA2,3,320 (e) The committee may create any subcommittee necessary to carry out any of
21the committee's functions under par. (c). If the committee creates a subcommittee
22under this paragraph, the committee shall appoint members to the subcommittee
23who have the scientific and technical expertise to carry out the purpose of the
24subcommittee. The committee may appoint committee members and citizens to a
25subcommittee, but the committee shall appoint one committee member to serve as

1chairperson of each subcommittee created under this paragraph. If the committee
2appoints citizens to a subcommittee, the committee shall appoint citizens who have
3the scientific and technical expertise to carry out the purpose of the subcommittee.
AB722-ASA2,3,54 (f) All agencies shall fully cooperate with and assist the committee and any
5subcommittee created under par. (e).
AB722-ASA2,3,76 (g) The committee shall report from time to time its findings and legislative and
7other recommendations to the joint legislative council.
AB722-ASA2,3,118 (h) The joint legislative council shall pay the actual and necessary expenses
9incurred by the members appointed under par. (b) and by citizen members of any
10subcommittee created under par. (e), in performing their functions on the committee
11or a subcommittee, from the appropriation account under s. 20.765 (3) (e).
AB722-ASA2, s. 2 12Section 2. 13.83 (4) of the statutes, as created by 1995 Wisconsin Act .... (this
13act), is repealed.
AB722-ASA2, s. 3 14Section 3. Nonstatutory provisions.
AB722-ASA2,3,21 15(1)  Initial terms of members of environmental science study committee.
16Notwithstanding the length of terms of the members of the environmental science
17study committee appointed under section 13.83 (4) (b) of the statutes, as created by
18this act, 3 members initially appointed to the committee shall be appointed for a term
19expiring on July 1, 1997, 3 members initially appointed to the committee shall be
20appointed for a term expiring on July 1, 1998, and 3 members initially appointed to
21the committee shall be appointed for a term expiring on July 1, 1999.
AB722-ASA2, s. 4 22Section 4. Effective dates. This act takes effect on the day after
23publication, except as follows:
AB722-ASA2,3,24 24(1) The repeal of section 13.83 (4) of the statutes takes effect on July 1, 2000.
