SB233-SSA1,1,3 1An Act to create 20.435 (1) (cs) and 146.185 of the statutes; relating to: creating
2a program of grants to improve the health status of economically disadvantaged
3minority group members and making appropriations.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB233-SSA1, s. 1 4Section 1. 20.005 (3) (schedule) of the statutes: at the appropriate place, insert

SB233-SSA1, s. 2 6Section 2. 20.435 (1) (cs) of the statutes is created to read:

120.435 (1) (cs) Grants to improve health status of minority group members. As
2a continuing appropriation, the amounts in the schedule to make grants for activities
3to improve the health status of minority group members under s. 146.185 (3).
SB233-SSA1, s. 3 4Section 3. 146.185 of the statutes is created to read:
SB233-SSA1,2,5 5146.185 Minority health. (1) In this section:
SB233-SSA1,2,76 (a) "African American" means a person whose ancestors originated in any of the
7black racial groups of Africa.
SB233-SSA1,2,118 (b) "American Indian" means a person who is enrolled as a member of a
9federally recognized American Indian tribe or band or who possesses documentation
10of at least one-fourth American Indian ancestry or documentation of tribal
11recognition as an American Indian.
SB233-SSA1,2,1312 (c) "Asian" means a person whose ancestors originated in Asia south and
13southeast of the Himalayas and west of Wallace's Line in the Malay Archipelago.
SB233-SSA1,2,1514 (d) "Economically disadvantaged" means having an income that is at or below
15125% of the poverty line.
SB233-SSA1,2,1816 (e) "Hispanic" means a person of any race whose ancestors originated in
17Mexico, Puerto Rico, Cuba, Central America or South America or whose culture or
18origin is Spanish.
SB233-SSA1,2,1919 (f) "Minority group member" means any of the following:
SB233-SSA1,2,2020 1. An African American.
SB233-SSA1,2,2121 2. An American Indian.
SB233-SSA1,2,2222 3. A Hispanic.
SB233-SSA1,2,2323 4. An Asian.
SB233-SSA1,2,2524 (g) "Poverty line" means the nonfarm federal poverty line for the continental
25United States, as defined by the federal department of labor under 42 USC 9902 (2).

1(h) "State agency" has the meaning given in s. 16.004 (12) (a).
SB233-SSA1,3,2 2(2) The department shall do all of the following:
SB233-SSA1,3,53 (a) Identify the barriers to health care that prevent economically
4disadvantaged minority group members in this state from participating fully and
5equally in all aspects of life.
SB233-SSA1,3,76 (b) Conduct statewide hearings on issues of concern to the health interests of
7economically disadvantaged minority group members.
SB233-SSA1,3,108 (c) Review, monitor and advise all state agencies with respect to the impact on
9the health of economically disadvantaged minority group members of current and
10emerging state policies, procedures, practices, statutes and rules.
SB233-SSA1,3,1511 (d) Work closely with all state agencies, including the University of Wisconsin
12System and the technical college system, with the private sector and with groups
13concerned with issues of the health of economically disadvantaged minority group
14members to develop long-term solutions to health problems of minority group
15members.
SB233-SSA1,3,1716 (e) Disseminate information on the status of the health of economically
17disadvantaged minority group members in this state.
SB233-SSA1,3,2218 (f) Encourage economically disadvantaged minority group members who are
19students to enter career health care professions, by developing materials that are
20culturally sensitive and appropriate and that promote health care professions as
21careers, for use by the University of Wisconsin System, the technical college system
22and the Medical College of Wisconsin in recruiting the students.
SB233-SSA1,4,223 (g) Submit a biennial report on the activities of the department under this
24section that includes recommendations on program policies, procedures, practices
25and services affecting the health status of economically disadvantaged minority

1group members, to the appropriate standing committees under s. 13.172 (3) and to
2the governor.
SB233-SSA1,4,8 3(3) From the appropriation under s. 20.435 (1) (cs), the department shall award
4grants for activities to improve the health status of economically disadvantaged
5minority group members. A person may apply, in the manner specified by the
6department, for a grant of up to $20,000 to conduct these activities. A grant awarded
7under this subsection may not exceed 50% of the cost of the activities. An applicant's
8required contribution for a grant may consist of funding or an in-kind contribution.
SB233-SSA1, s. 4 9Section 4. Appropriation changes; health and social services.
SB233-SSA1,4,15 10(1)  Minority health grants. In the schedule under section 20.005 (3) of the
11statutes for the appropriation to the department of health and social services under
12section 20.435 (1) (a) of the statutes, as affected by the acts of 1995, the dollar amount
13is increased by $22,500 for fiscal year 1996-97 to increase the authorized FTE
14positions for the department by 0.5 GPR position on July 1, 1996, for the performance
15of minority health program services.
SB233-SSA1,4,20 16(2) Minority health. In the schedule under section 20.005 (3) of the statutes
17for the appropriation to the department of health and social services under section
1820.435 (1) (a) of the statutes, as affected by the acts of 1995, the dollar amount is
19increased by $2,500 for fiscal year 1996-97 to increase funding for a one-time
20expenditure for permanent property.
