Report. (a) The department shall prepare a report on the authorization
7under subsection (2) within 15 days after the effective date of this subsection. The
8report shall contain all of the following:

1. The purpose of the proposed filled area.

2. Opportunities for navigation, fishing, hunting, swimming, recreation,
11enjoyment of scenic beauty and other public trust purpose uses that will be lost or
12obtained when the city of Appleton exercises the rights authorized by this act.

3. The type of uses that will be made of the area to be filled when the city of
14Appleton exercises the rights authorized by this act and whether those uses are
15public trust purpose uses.

14. Proposed restrictions on public access upon completion of the heritage park,
2including physical restrictions such as fences, walls or lack of parking, legal
3restrictions such as hours of operation or conversion to private property and financial
4restrictions such as admission fees, licenses, permits or requirements to make
5purchases.

5. What management controls are proposed by the city of Appleton to ensure
7that the city complies with subsections (2) and (4).

6. Whether any commercial uses of the area to be filled are minor and incidental
9to free public trust purpose uses or whether commercial purposes dominate the
10proposed use of the area to be filled.

(b) The department may request the city of Appleton to provide the department
12with any information that is reasonably necessary for the department to prepare the
13report under this subsection.".
