SB501-AA13,1,4 3" Section 32m. 48.23 (2) of the statutes, as affected by 1995 Wisconsin Act 27,
4is amended to read:
SB501-AA13,1,155 48.23 (2) Right of parents to counsel. Whenever a child is the subject of a
6proceeding involving a contested adoption or the involuntary termination of parental
7rights or a guardianship proceeding under s. 48.977, any parent under 18 years of
8age who appears before the court shall be represented by counsel; but no such parent
9may waive counsel. A minor parent petitioning for the voluntary termination of
10parental rights shall be represented by a guardian ad litem. If In a proceeding
11involves involving a contested adoption or the involuntary termination of parental
12rights or a guardianship proceeding under s. 48.977, any parent 18 years old or older
13who appears before the court shall be represented by counsel; but the parent may
14waive counsel provided the court is satisfied such waiver is knowingly and
15voluntarily made.".
