16(1) If the department of veterans affairs chooses to promulgate rules to assess
17fees under section 45.358 (3m) of the statutes, the department of veterans affairs
18shall promulgate the rules, using the procedure under section 227.24, of the statutes,
19for the period authorized under section 227.24 (1) (c) and (2) of the statutes.
20Notwithstanding section 227.24 (1) (a) and (2) (b) of the statutes, the department of
21veterans affairs need not provide evidence of the necessity of preservation of the
22public peace, health, safety or welfare in promulgating rules under this subsection.".
