AB187-AA5,1,11 At the locations indicated, amend the bill as follows:
AB187-AA5,1,2 21. Page 3, line 9: after that line insert:
AB187-AA5,1,3 3" Section 3m. 66.076 (9) of the statutes is amended to read:
AB187-AA5,2,104 66.076 (9) If any user of a service complains to the public service commission
5that rates, rules and practices are unreasonable or unjustly discriminatory, or if a
6holder of a mortgage or revenue bond or mortgage certificate or other evidence of
7debt, secured by a mortgage on the sewerage system or any part thereof or pledge of
8the income of sewerage service charges, complains that rates are inadequate, the
9public service commission shall investigate the complaint. If there appears to be
10sufficient cause for the complaint, the commission shall set the matter for a public
11hearing upon 10 days' notice to the complainant and the town, village or city. After
12the hearing, if the public service commission determines that the rates, rules or
13practices complained of are unreasonable or unjustly discriminatory, it shall

1determine and by order fix reasonable rates, rules and practices and shall make such
2other order respecting the complaint as may be just and reasonable , including, in the
3case of standby charges imposed under sub. (5) (b), an order that a municipality
4refund to the user any amount of the standby charges that have been collected if the
5user has filed a complaint with the public service commission not later than 60 days
6after receiving the original notice of charge or after receiving a notice of charge that
7relates to an increased standby charge
. The proceedings under this subsection shall
8be governed, as far as applicable, by ss. 196.26 to 196.40. The commission shall bill
9any expense of the commission attributable to a proceeding under this subsection to
10the town, village or city under s. 196.85 (1).".

AB187-AA5,2,15 13(1)  The treatment of section 66.076 (9) of the statutes first applies to
14complaints that are filed with the public service commission on the effective date of
15this subsection.".
