AB351-SSA1-AA3,1,3 21. Page 4, line 24: after "supervision," insert "telephone solicitation by
3prisoners,".
AB351-SSA1-AA3,1,4 42. Page 31, line 16: after that line insert:
AB351-SSA1-AA3,1,5 5" Section 101m. 134.73 of the statutes is created to read:
AB351-SSA1-AA3,1,7 6134.73 Telephone solicitation by prisoners. (1) Definitions. In this
7section:
AB351-SSA1-AA3,1,98 (a) "Correctional facility" means a facility in which a person is incarcerated to
9serve a sentence imposed for conviction of a crime.
AB351-SSA1-AA3,1,1010 (b) "Telephone solicitation" has the meaning given in s. 134.72 (1) (c).
AB351-SSA1-AA3,2,3 11(2) Prohibitions. No prisoner in a correctional facility may conduct a telephone
12solicitation unless the prisoner, at the outset of the telephone solicitation, identifies

1himself or herself as a prisoner, states his or her name, prisoner identification
2number and the name and location of his or her correctional facility and states the
3name of the person on whose behalf he or she is conducting the telephone solicitation.
AB351-SSA1-AA3,2,6 4(3) Territorial application. This section applies to an intrastate telephone
5solicitation and to an interstate telephone solicitation directed to or received by a
6person in this state.
AB351-SSA1-AA3,2,8 7(4) Penalty; enforcement. (a) A person who violates sub. (2) shall forfeit
8$10,000 for each violation.
AB351-SSA1-AA3,2,109 (b) The attorney general and the district attorneys of this state have concurrent
10authority to institute civil proceedings under this section.
AB351-SSA1-AA3,2,1211 (c) 1. In addition to or in lieu of seeking the penalty under par. (a), the attorney
12general or a district attorney may institute injunctive proceedings to enforce sub. (2).
AB351-SSA1-AA3,2,1413 2. A person who violates the terms of an injunction issued under subd. 1. shall
14forfeit $10,000 for each violation.".
