AB399-ASA1,1,2 1An Act to create 118.192 (3m) of the statutes; relating to: the issuance of
2alternative teaching permits and licenses to veterans.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB399-ASA1, s. 1 3Section 1. 118.192 (3m) of the statutes is created to read:
AB399-ASA1,1,64 118.192 (3m) (a) In this subsection, "veteran" means any person who has
5served on active duty under honorable conditions in the U.S. armed forces or in forces
6incorporated as part of the U.S. armed forces.
AB399-ASA1,1,107 (b) The state superintendent shall establish an alternative teacher training
8program for teachers of music, art, foreign language, computer science, science and
9mathematics. The program shall consist of approximately 100 hours of formal
10instruction.
AB399-ASA1,2,611 (c) A veteran who holds a bachelor's degree in music, art, foreign language,
12computer science, science or mathematics from an accredited institution of higher

1education, has at least 5 years of experience as a professional in the subject area in
2which his or her degree was awarded and demonstrates, to the satisfaction of the
3state superintendent, competency in that subject area that is current and compatible
4with modern curricula may apply to the state superintendent for enrollment in the
5alternative teacher training program. The state superintendent shall charge a fee
6sufficient to cover the costs of the program.
AB399-ASA1,2,157 (d) The state superintendent shall grant a professional teaching permit to any
8veteran who satisfactorily completes the program under par. (b). The permit
9authorizes the person to teach the subject area specified by the state superintendent
10in grades kindergarten to 12. The initial permit shall be valid for 2 years. During
11the initial permit period, the person shall be supervised by a person who holds a
12regular teaching license. The permit is renewable for 5-year periods. The state
13superintendent shall renew the permit or grant the permit holder a regular teaching
14license if the school board that employs the person certifies to the state
15superintendent that the person is a successful teacher.
