ASSEMBLY SUBSTITUTE AMENDMENT 1, TO 1997 ASSEMBLY BILL 593

AB593-ASA1,1,6 An Act to amend 146.50 (9) and 146.53 (5) (e); and to create 146.55 (1) (em) and (fm) and 146.55 (5m) of the statutes; relating to: requiring that emergency medical technicians and first responders have the options of using certain gloves and requiring topics of latex protein allergies and treatment and transport of latex-allergic patients to be included in training of first responders and emergency medical technicians.

The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:

AB593-ASA1, s. 1 Section 1. 146.50 (9) of the statutes is amended to read:

AB593-ASA1,2,13 146.50 (9) Training. The department may arrange for or approve courses of or instructional programs in or outside this state to meet the education and training requirements of this section, including training required for license or certificate renewal. Training shall include instruction on allergic reactions to latex protein and the safe treatment and transport of persons who are sensitive to latex protein. Courses required for a license or renewal of a license as an emergency medical technician — basic shall be free of charge to an individual who is employed by or affiliated with a public agency, volunteer fire company or nonprofit corporation and is the holder of a license or training permit as an emergency medical technician — basic or eligible to hold such a license or training permit. If the department determines that an area or community need exists, the courses shall be offered at technical colleges in the area or community. Initial priority shall be given to the training of emergency medical technicians — basic serving the rural areas of the state. If an emergency medical technician — basic completes a course approved by the department on treatment of anaphylactic shock, the emergency medical technician — basic acts within the scope of the license if he or she performs injections or other treatment for anaphylactic shock under the direction of a physician.

AB593-ASA1, s. 2 Section 2. 146.53 (5) (e) of the statutes is amended to read:

AB593-ASA1,2,19 146.53 (5) (e) Set standards for all organizations that offer training to first responders and emergency medical technicians on what topics should be included in initial training and continuing training. The standards shall include instruction on allergic reactions to latex protein and the safe treatment and transport of persons who are sensitive to latex protein.

AB593-ASA1, s. 3 Section 3. 146.55 (1) (em) and (fm) of the statutes are created to read:

AB593-ASA1,2,22 146.55 (1) (em) "First responder — defibrillation" has the meaning given in s. 146.50 (1) (hm).

AB593-ASA1,2,24 (fm) "Powder-free" means containing 2 or fewer milligrams of powder per latex glove.

AB593-ASA1, s. 4 Section 4. 146.55 (5m) of the statutes is created to read:

AB593-ASA1,3,7 146.55 (5m) Glove use. Any county, city, town, village, hospital, ambulance service provider or combination of these that conducts an emergency medical services program shall offer all its employes or volunteers who are emergency medical technicians or first responders — defibrillation the options of using powder-free latex gloves that contain 200 or fewer micrograms of protein per gram of glove or nonlatex gloves, instead of latex gloves that are not powder-free and contain more than 200 micrograms of protein per gram of glove.

AB593-ASA1, s. 5 Section 5. Effective date.

AB593-ASA1,3,10 (1) This act takes effect on the first day of the 7th month beginning after publication.
