AB65-AA1,1,11 At the locations indicated, amend the bill as follows:
AB65-AA1,1,2 21. Page 2, line 1: delete lines 1 to 21.
AB65-AA1,1,3 32. Page 3, line 1: delete lines 1 to 8 and substitute:
AB65-AA1,1,4 4" Section 1d. 20.435 (7) (bc) of the statutes is amended to read:
AB65-AA1,2,45 20.435 (7) (bc) Grants for community programs. The amounts in the schedule
6for grants for community programs under s. 46.48 and under 1997 Wisconsin Act ....

. Notwithstanding ss. 20.001 (3) (a) and 20.002 (1), the
8department may transfer funds between fiscal years under this paragraph.
9Notwithstanding ss. 20.001 (3) (b) and 20.002 (1), the department of health and
10family services may credit or deposit into this appropriation funds for the purpose
11specified in s. 46.48 (13) that the department transfers from the appropriation under
12par. (bL) that are allocated by the department under that appropriation but
13unexpended or unencumbered on June 30 of each year. Except for amounts

1authorized to be carried forward under s. 46.48, all funds allocated but not
2encumbered by December 31 of each year lapse to the general fund on the next
3January 1 unless carried forward to the next calendar year by the joint committee
4on finance.

AB65-AA1,2,187 20.435 (7) (bc) Grants for community programs. The amounts in the schedule

10this paragraph. Notwithstanding ss. 20.001 (3) (b) and 20.002 (1), the department

AB65-AA1, s. 1m 19Section 1m. Nonstatutory provisions; health and family services.
AB65-AA1,2,23 20(a)Fathers initiative. The department of health and family services shall
21distribute $500,000 in fiscal year 1997-98 as grants to organizations to provide
22programs to connect fathers with their children. Under those programs, the
23organizations receiving grants shall do all of the following:
AB65-AA1,2,25 241. Target children, regardless of age, gender or family income, who have no
25adult male role model available.
AB65-AA1,3,3
12. Target fathers who are appropriate for establishing a parent-child
2relationship and ensure that the child's custodial parent or guardian agrees to the
3establishment of that relationship.
AB65-AA1,3,6 43. Recruit volunteers to work individually and in groups with fathers and their
5children to assist those fathers and children in establishing a parent-child
6relationship.
AB65-AA1,3,8 74. Coordinate the program with other programs and resources in the
8community.
AB65-AA1,3,12 9(b) The department of health and family services may award grants under
10paragraph (a) only to organizations that operate in counties that have a high
11percentage of children living in single-parent households and that have a high rate
12of substantiated cases of child abuse and neglect.
AB65-AA1,3,19 13(c) The department of health and family services shall provide application
14procedures and selection criteria for awarding the grants under paragraph (a) in
15accordance with the department's request-for-proposal procedures. Before
16requesting proposals for the grants under paragraph (a), the department of health
17and family services shall obtain the secretary of administration's approval of the
18department's proposed application procedures and selection criteria for the
19awarding of those grants.
AB65-AA1,3,23 20(d) The department of health and family services shall require all
21organizations applying for grants under paragraph (a) to submit as part of their
22grant applications a plan that describes what other funding sources will be available
23to support the program when funding under paragraph (a) is eliminated.".

5effect on the day after publication, except as follows:
AB65-AA1,4,7 6(1) Fathers initiative. The repeal and recreation of section 20.435 (7) (bc) of the
7statutes takes effect on July 1, 1998.".
