ASSEMBLY AMENDMENT 1, TO 1997 ASSEMBLY BILL 65

AB65-AA1,1,1 At the locations indicated, amend the bill as follows:

AB65-AA1,1,2 1. Page 2, line 1: delete lines 1 to 21.

AB65-AA1,1,3 2. Page 3, line 1: delete lines 1 to 8 and substitute:

AB65-AA1,1,4 " Section 1d. 20.435 (7) (bc) of the statutes is amended to read:

AB65-AA1,2,4 20.435 (7) (bc) Grants for community programs. The amounts in the schedule for grants for community programs under s. 46.48 and under 1997 Wisconsin Act .... (this act), section 1m (1). Notwithstanding ss. 20.001 (3) (a) and 20.002 (1), the department may transfer funds between fiscal years under this paragraph. Notwithstanding ss. 20.001 (3) (b) and 20.002 (1), the department of health and family services may credit or deposit into this appropriation funds for the purpose specified in s. 46.48 (13) that the department transfers from the appropriation under par. (bL) that are allocated by the department under that appropriation but unexpended or unencumbered on June 30 of each year. Except for amounts authorized to be carried forward under s. 46.48, all funds allocated but not encumbered by December 31 of each year lapse to the general fund on the next January 1 unless carried forward to the next calendar year by the joint committee on finance.

AB65-AA1, s. 1g Section 1g. 20.435 (7) (bc) of the statutes, as affected by 1997 Wisconsin Act .... (this act), is repealed and recreated to read:

AB65-AA1,2,18 20.435 (7) (bc) Grants for community programs. The amounts in the schedule for grants for community programs under s. 46.48 Notwithstanding ss. 20.001 (3) (a) and 20.002 (1), the department may transfer funds between fiscal years under this paragraph. Notwithstanding ss. 20.001 (3) (b) and 20.002 (1), the department of health and family services may credit or deposit into this appropriation funds for the purpose specified in s. 46.48 (13) that the department transfers from the appropriation under par. (bL) that are allocated by the department under that appropriation but unexpended or unencumbered on June 30 of each year. AB65-AA1, s. 1m Section 1m. Nonstatutory provisions; health and family services.

AB65-AA1,2,23 (a) Fathers initiative. The department of health and family services shall distribute $500,000 in fiscal year 1997-98 as grants to organizations to provide programs to connect fathers with their children. Under those programs, the organizations receiving grants shall do all of the following:

AB65-AA1,2,25 1. Target children, regardless of age, gender or family income, who have no adult male role model available.

AB65-AA1,3,3 2. Target fathers who are appropriate for establishing a parent-child relationship and ensure that the child's custodial parent or guardian agrees to the establishment of that relationship.

AB65-AA1,3,6 3. Recruit volunteers to work individually and in groups with fathers and their children to assist those fathers and children in establishing a parent-child relationship.

AB65-AA1,3,8 4. Coordinate the program with other programs and resources in the community.

AB65-AA1,3,12 (b) The department of health and family services may award grants under paragraph (a) only to organizations that operate in counties that have a high percentage of children living in single-parent households and that have a high rate of substantiated cases of child abuse and neglect.

AB65-AA1,3,19 (c) The department of health and family services shall provide application procedures and selection criteria for awarding the grants under paragraph (a) in accordance with the department's request-for-proposal procedures. Before requesting proposals for the grants under paragraph (a), the department of health and family services shall obtain the secretary of administration's approval of the department's proposed application procedures and selection criteria for the awarding of those grants.

AB65-AA1,3,23 (d) The department of health and family services shall require all organizations applying for grants under paragraph (a) to submit as part of their grant applications a plan that describes what other funding sources will be available to support the program when funding under paragraph (a) is eliminated.".

AB65-AA1,4,2 3. Page 3, line 14: on lines 14 and 15, delete "section 46.48 (27) of the statutes" and substitute "Section 1m (1) of this act".

AB65-AA1,4,3 4. Page 3, line 15: after that line insert:

AB65-AA1,4,5 " Section 3m. Effective dates; health and family services. This act takes effect on the day after publication, except as follows:

AB65-AA1,4,7 (1) Fathers initiative. The repeal and recreation of section 20.435 (7) (bc) of the statutes takes effect on July 1, 1998.".
