AJR6-AA3,1,5 1. Page 2, line 20: after "year" insert "unless Congress provides by law that an accumulated budget surplus shall be available to offset outlays to the extent necessary to provide that outlays in a fiscal year do not exceed total revenues for that fiscal year".
