SENATE AMENDMENT 1, TO 1997 SENATE BILL 23

SB23-SA1,1,1 At the locations indicated, amend the bill as follows:

SB23-SA1,1,2 1. Page 1, line 6: after "to" insert "and a study of".

SB23-SA1,1,3 2. Page 2, line 2: delete " , payments".

SB23-SA1,1,8 3. Page 2, line 3: delete that line and substitute "s. 341.14 (6r) (b) 6. for the purposes of ss. 36.11 (33) and 165.86 (3) (a). Not more than $300,000 of the amount received under this appropriation account shall be transferred to the appropriation account under s. 20.285 (1) (k). No funds may be encumbered from this appropriation after December 31, 2001".

SB23-SA1,1,12 " Section 2m. 36.11 (33) of the statutes is created to read:

SB23-SA1,2,4 36.11 (33) Evaluation of D.A.R.E. Wisconsin, Ltd. (a) The board shall conduct through the University of Wisconsin-Madison an evaluation of the accountability, effectiveness and efficiency of the programs and activities of D.A.R.E. Wisconsin, Ltd., specified in s. 165.86 (3) (a) 1. The evaluation shall include all of the following:

SB23-SA1,2,8 1. The effects of participation in such programs and activities by public and private school pupils during the 1997-98 school year on their school attendance, grades and attitudes toward alcohol and other drugs in the next 2 succeeding school years.

SB23-SA1,2,10 2. An evaluation of the implementation of and process for the programs and activities.

SB23-SA1,2,11 3. A survey of the expectations for the programs and activities.

SB23-SA1,2,13 4. An evaluation of parental and community involvement in the programs and activities.

SB23-SA1,2,17 (b) The board shall submit a report on its findings, including its recommendations to improve and enhance the programs and activities of D.A.R.E. Wisconsin, Ltd., to the legislature, in the manner provided under s. 13.172 (2), and to the governor no later than January 1, 2001".

SB23-SA1,2,18 6. Page 3, line 5: after that line insert:

SB23-SA1,2,21 "(am) No payments may be made to D.A.R.E. Wisconsin, Ltd., under par. (a) until the department has transferred or otherwise encumbered all moneys required for the purpose specified in sub. (4).".

SB23-SA1,2,23 "(d) This subsection does not apply after December 31, 2001.

SB23-SA1, s. 3m Section 3m. 165.86 (4) of the statutes is created to read:

SB23-SA1,3,4 165.86 (4) From the appropriation under s. 20.455 (2) (jp), at the request of the board of regents of the University of Wisconsin System, transfer not more than $300,000 to the appropriation account under s. 20.285 (1) (k) for the evaluation specified in s. 36.11 (33).".

SB23-SA1,3,12 341.14 (6r) (b) 7. An additional fee shall be charged for the issuance or renewal of a plate issued for the special group specified under par. (f) 53. to cover the costs of licensing fees under par. (h) 2. This subdivision applies after December 31, 2001.".
