TO 1997 SENATE BILL 483

SB483-AA1,1,11 At the locations indicated, amend the bill as follows:
SB483-AA1,1,5 21. Page 1, line 5: delete that line and substitute "freeways and expressways,
3stopping after a motor vehicle accident and prohibiting requirements that law
4enforcement officers meet citation or arrest quotas in the enforcement of state and
5local traffic laws.".
SB483-AA1,1,6 62. Page 3, line 8: after that line insert:
SB483-AA1,1,7 7" Section 6m. 349.025 of the statutes is created to read:
SB483-AA1,1,9 8349.025 Quotas relating to the enforcement of traffic regulations
9prohibited.
(1) In this section:
SB483-AA1,1,1010 (a) "Law enforcement officer" has the meaning given in s. 164.01.
SB483-AA1,1,1211 (b) "Traffic regulation" means a provision of chs. 194 or 341 to 348 or a local
12ordinance that conforms with those chapters.
SB483-AA1,1,13 13(2) No law enforcement officer may be required to do any of the following:

1(a) Issue a specific number of citations, complaints or warning notices during
2any specified time period for violations of traffic regulations.
SB483-AA1,2,43 (b) Stop a specific number of persons or vehicles during any specified time
4period for the purpose of preventing or detecting violations of traffic regulations.
SB483-AA1,2,65 (c) Make a specific number of arrests during any specified time period for
6violations of traffic regulations.
SB483-AA1,2,12 7(3) The number of citations, complaints or warning notices issued by a law
8enforcement officer for violations of traffic regulations and the number of traffic
9stops and arrests made by a law enforcement officer for violations of traffic
10regulations may not be given greater consideration than any other factor that is used
11in deciding the law enforcement officer's job assignment or promotion or in
12evaluating the performance of the law enforcement officer.
SB483-AA1,2,15 13(4) Subsections (2) and (3) may not be construed as superseding the duty of a
14law enforcement officer to maintain public order, keep and preserve the peace,
15protect the public health, safety and welfare and enforce the laws of this state.".
