SENATE AMENDMENT 7, TO SENATE SUBSTITUTE AMENDMENT 1, TO ASSEMBLY BILL 1

November 11, 1999 - Offered by Senators Decker, Erpenbach and Chvala.

AB1-SSA1-SA7,1,1 At the locations indicated, amend the substitute amendment as follows:

AB1-SSA1-SA7,1,4 1. Page 1, line 3: before "creating" insert "affecting bonding authorization amounts for the University of Wisconsin System, the building commission and the department of corrections,".

AB1-SSA1-SA7,1,5 2. Page 1, line 6: before that line insert:

AB1-SSA1-SA7,1,7 " Section 1c. 20.005 (3) (schedule) of the statutes: at the appropriate place, insert the following amounts for the purposes indicated: - See PDF for table

AB1-SSA1-SA7,2,1 3. Page 1, line 6: delete " Section 1" and substitute "Section 1f".

AB1-SSA1-SA7,2,2 4. Page 1, line 8: after that line insert:

AB1-SSA1-SA7,2,4 " Section 1h. 20.866 (2) (s) of the statutes, as affected by 1999 Wisconsin Act 9, is amended to read:

AB1-SSA1-SA7,2,11 20.866 (2) (s) University of Wisconsin; academic facilities. From the capital improvement fund, a sum sufficient for the board of regents of the University of Wisconsin System to acquire, construct, develop, enlarge or improve university academic educational facilities and facilities to support such facilities. The state may contract public debt in an amount not to exceed $856,708,700 for this purpose, less any amount expended under s. 20.867 (5) (a) during the 1999-2001 fiscal biennium for this purpose.

AB1-SSA1-SA7, s. 1j Section 1j. 20.866 (2) (ux) of the statutes, as affected by 1999 Wisconsin Act 9, is amended to read:

AB1-SSA1-SA7,3,2 20.866 (2) (ux) Corrections; correctional facilities. From the capital improvement fund, a sum sufficient for the department of corrections to acquire, construct, develop, enlarge or improve adult and juvenile correctional facilities. The state may contract public debt in an amount not to exceed $697,697,300 for this purpose, less any amount expended under s. 20.867 (5) (a) during the 1999-2001 fiscal biennium for this purpose.

AB1-SSA1-SA7, s. 1L Section 1L. 20.866 (2) (y) of the statutes, as affected by 1999 Wisconsin Acts 4 and 9, is amended to read:

AB1-SSA1-SA7,3,10 20.866 (2) (y) Building commission; housing state departments and agencies. From the capital improvement fund, a sum sufficient to the building commission for the purpose of housing state departments and agencies. The state may contract public debt in an amount not to exceed $328,146,600 for this purpose , less any amount expended under s. 20.867 (5) (a) during the 1999-2001 fiscal biennium for this purpose.

AB1-SSA1-SA7, s. 1n Section 1n. 20.867 (5) of the statutes is created to read:

AB1-SSA1-SA7,3,16 20.867 (5) Funding in lieu of borrowing. (a) Building commission; University of Wisconsin System; department of corrections. Biennially, the amounts in the schedule to permit funding for the purposes for which the contracting of public debt is authorized under s. 20.866 (2) (s), (ux) and (y) during the 1999-2001 fiscal biennium.".
