AB133-ASA1-AA16,1,5 21. Page 196, line 21: increase the dollar amount for fiscal year 1999-00 by
3$2,100,000 and increase the dollar amount for fiscal year 2000-01 by $2,100,000 to
4increase funding for grants under the child abuse and neglect prevention program
5under section 46.515 (2) of the statutes, as affected by this act.

AB133-ASA1-AA16,2,203 46.515 (2) Funds provided. If a county or Indian tribe applies and is selected
4by the department under sub. (5) to participate in the program under this section,
5the department shall award, from the appropriation appropriations under s. 20.435
6(3) (de) and (km), a grant annually to be used only for the purposes specified in sub.
7(4) (a) and (am). The minimum amount of a grant is $10,000. The department shall
8determine the amount of a grant awarded to a county, other than a county with a
9population of 500,000 or more, or Indian tribe in excess of the minimum amount
10based on the number of births that are funded by medical assistance under subch.
11IV of ch. 49 in that county or the reservation of that Indian tribe in proportion to the
12number of births that are funded by medical assistance under subch. IV of ch. 49 in
13all of the counties and the reservations of all of the Indian tribes to which grants are
14awarded under this section. The department shall determine the amount of a grant
15awarded to a county with a population of 500,000 or more in excess of the minimum
16amount based on 60% of the number of births that are funded by medical assistance
17under subch. IV of ch. 49 in that county in proportion to the number of births that
18are funded by medical assistance under subch. IV of ch. 49 in all of the counties and
19the reservations of all of the Indian tribes to which grants are awarded under this
20section.
AB133-ASA1-AA16, s. 1104m 21Section 1104m. 46.515 (3) (a) of the statutes is amended to read:
AB133-ASA1-AA16,2,2422 46.515 (3) (a) Number selected. In the 1997-99 2000-01 state fiscal biennium,
23no more than 6 20 rural counties, 3 9 urban counties and 2 5 Indian tribes may be
24selected by the department to participate in the program under this section.

13Notwithstanding section 16.54 (2) of the statutes, the governor shall designate the
14department of health and family services to administer $261,000 in each of fiscal
15years 1999-2000 and 2000-01 of federal moneys received under the temporary
16assistance for needy families block grant, 42 USC 601 to 619, and to credit those
17moneys to the appropriation account under section 20.435 (3) (km) of the statutes,
18as created by this act. If the department of health and family services requests the
19joint committee on finance to supplement, from the appropriation under section
2020.865 (4) (m) of the statutes, the appropriation account under section 20.435 (3)
21(km) of the statutes, as created by this act, to pay for technical assistance to counties
22and tribes that are selected to participate in the child abuse and neglect prevention
23program under section 46.515 of the statutes, as affected by this act, the department
24shall submit a plan to the joint committee on finance to expend not more than

1$261,000 in each of fiscal years 1999-2000 and 2000-01 for that technical assistance.
2Notwithstanding section 13.101 (3) of the statutes, if, within 14 working days after
3the date of the request and the submission of the plan, the cochairpersons of the
4committee do not notify the secretary of health and family services that the
5committee has scheduled a meeting for the purpose of reviewing the request and
6plan, the request and plan shall be considered approved and the appropriation
7account under section 20.435 (3) (km) of the statutes, as created by this act, shall be
8supplemented from the appropriation under section 20.865 (4) (m) of the statutes in
9the amount requested.".
