In fiscal year 1999-2000, the department of workforce development shall allocate at least $284,300 under section 20.445 (7) (kb) of the statutes, as affected by the acts of 1999, to the department of public instruction to support the costs of contracting with a vocational education consultant and other technical preparation-related costs. In fiscal year 2000-01, the department of workforce development shall allocate at least $284,300 under section 20.445 (7) (kb) of the statutes, as affected by the acts of 1999, to the department of public instruction for the same purpose.".".
