ASSEMBLY SUBSTITUTE AMENDMENT 1,
TO 1999 ASSEMBLY BILL 141

AB141-ASA1,1,3 1An Act to amend 341.08 (2) (c), 341.11 (1) and 341.335 (title); and to create
2341.08 (2) (cm), 341.335 (1m) and 349.02 (2) (c) of the statutes; relating to:
3vehicle color and motor vehicle registration and providing a penalty.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB141-ASA1, s. 1 4Section 1. 341.08 (2) (c) of the statutes is amended to read:
AB141-ASA1,1,95 341.08 (2) (c) A description of the vehicle, including make, model, color,
6identification number and any other information which the department may
7reasonably require for proper identification of the vehicle. An application for a
8motorcycle or for a vehicle registered at a gross weight of more than 8,000 pounds is
9not required to include the vehicle color in the description of the vehicle.
AB141-ASA1, s. 2 10Section 2. 341.08 (2) (cm) of the statutes is created to read:

1341.08 (2) (cm) A place for the applicant to indicate whether the color of the
2vehicle being registered has changed from the color specified on the certificate of
3registration and, if so, the new color.
AB141-ASA1, s. 3 4Section 3. 341.11 (1) of the statutes is amended to read:
AB141-ASA1,2,135 341.11 (1) Except as provided in sub. (2) the department upon registering a
6vehicle shall issue and deliver to the owner a certificate of registration. The
7certificate shall contain the name, residence and address of the owner ,; a brief
8description of the vehicle, including its color; the registration number assigned; and
9the date of expiration of registration. The certificate shall be in such form and may
10contain such additional information as the department deems advisable. A
11certificate for a motorcycle or for a vehicle registered at a gross weight of more than
128,000 pounds is not required to include the vehicle color in the description of the
13vehicle.
AB141-ASA1, s. 4 14Section 4. 341.335 (title) of the statutes is amended to read:
AB141-ASA1,2,15 15341.335 (title) Notice of change of address or, name or vehicle color.
AB141-ASA1, s. 5 16Section 5. 341.335 (1m) of the statutes is created to read:
AB141-ASA1,2,1917 341.335 (1m) No person is required to notify the department before the next
18renewal of registration for the vehicle that a vehicle's color has been changed from
19the color stated in the most recent application for registration of the vehicle.
AB141-ASA1, s. 6 20Section 6. 349.02 (2) (c) of the statutes is created to read:
AB141-ASA1,3,221 349.02 (2) (c) Notwithstanding par. (a), a law enforcement officer may not stop
22a vehicle solely because the vehicle's color differs from the color stated in the
23application for registration of that vehicle. This paragraph does not limit the
24authority of a law enforcement officer to issue a citation for improper registration of
25a vehicle whose color differs from the color stated in the application for registration

1of the vehicle, if the difference is observed in the course of a stop or inspection made
2for other purposes.
AB141-ASA1, s. 7 3Section 7. Initial applicability.
AB141-ASA1,3,54 (1) This act first applies to applications for registration of vehicles submitted
5to the department of transportation on the effective date of this subsection.
AB141-ASA1, s. 8 6Section 8. Effective date.
AB141-ASA1,3,87 (1) This act takes effect on the first day of the 4th month beginning after
8publication or on July 1, 2000, whichever is later.
