(2t) Legislative council study on racial disparity of the prison population.
4The joint legislative council is requested to study why there is a disparity in the
5proportion of prison inmates who are members of racial minorities compared to the
6proportion of racial minorities in the state's population as a whole and what can be
7done to ameliorate or eliminate the causes of the disparity. If the council undertakes
8such a study, it shall report its findings, conclusions and recommendations, together
9with any proposed legislation, to the legislature in the manner provided under
10section 13.172 (2) of the statutes by May 1, 2001.".
