AB465-AA8,1,1 At the locations indicated, amend the bill as follows:

AB465-AA8,1,2 1. Page 22, line 5: after that line insert:

AB465-AA8,1,3 " Section 12c. 20.410 (1) (gb) of the statutes is amended to read:

AB465-AA8,1,8 20.410 (1) (gb) Drug testing. All moneys received from probation, extended supervision and parole clients who are required to pay for their drug testing, as prescribed by rule in accordance with s. 301.03 (3) (b), for expenditures related to the drug testing program for probationers, parolees and persons on extended supervision under s. 301.03 (3) (b).".

AB465-AA8,1,11 " Section 129q. 301.03 (3) of the statutes is renumbered 301.03 (3) (a) and amended to read:

AB465-AA8,2,5 301.03 (3) (a) Administer parole, extended supervision and probation matters, except that the decision to grant or deny parole to inmates shall be made by the parole commission and the decision to revoke probation, extended supervision or parole in cases in which there is no waiver of the right to a hearing shall be made by the division of hearings and appeals in the department of administration. The secretary may grant special action parole releases under s. 304.02. The department shall promulgate

AB465-AA8,2,9 (b) Promulgate rules establishing a drug testing program for probationers, parolees and persons placed on extended supervision. The rules shall provide for assessment of fees upon probationers, parolees and persons placed on extended supervision to partially offset the costs of the program.

AB465-AA8, s. 129r Section 129r. 301.03 (3) (c) of the statutes is created to read:

AB465-AA8,2,13 301.03 (3) (c) Ensure that the amount that it expends per person on probation is equal to the amount that it projects it will expend, beginning in calendar year 2002, per person on extended supervision.

AB465-AA8, s. 129t Section 129t. 301.03 (3) (c) of the statutes, as created by 1999 Wisconsin Act .... (this act), is repealed and recreated to read:

AB465-AA8,2,17 301.03 (3) (c) Ensure that the amount that it expends per person on probation is equal to the amount that it expends per person on extended supervision.".

AB465-AA8,2,18 3. Page 204, line 20: after that line insert:

AB465-AA8,2,20 "(5t) Expenditures for probation. The repeal and recreation of section 301.03 (3) (c) the statutes takes effect on July 1, 2001.".
