AB465-AA8,1,11 At the locations indicated, amend the bill as follows:
AB465-AA8,1,2 21. Page 22, line 5: after that line insert:
AB465-AA8,1,3 3" Section 12c. 20.410 (1) (gb) of the statutes is amended to read:
AB465-AA8,1,84 20.410 (1) (gb) Drug testing. All moneys received from probation, extended
5supervision and parole clients who are required to pay for their drug testing, as
6prescribed by rule in accordance with s. 301.03 (3) (b), for expenditures related to the
7drug testing program for probationers, parolees and persons on extended
8supervision under s. 301.03 (3) (b).".

AB465-AA8,1,11 10" Section 129q. 301.03 (3) of the statutes is renumbered 301.03 (3) (a) and
11amended to read:
AB465-AA8,2,512 301.03 (3) (a) Administer parole, extended supervision and probation matters,
13except that the decision to grant or deny parole to inmates shall be made by the parole

1commission and the decision to revoke probation, extended supervision or parole in
2cases in which there is no waiver of the right to a hearing shall be made by the
3division of hearings and appeals in the department of administration. The secretary
4may grant special action parole releases under s. 304.02. The department shall
5promulgate
AB465-AA8,2,9 6(b) Promulgate rules establishing a drug testing program for probationers,
7parolees and persons placed on extended supervision. The rules shall provide for
8assessment of fees upon probationers, parolees and persons placed on extended
9supervision to partially offset the costs of the program.
AB465-AA8, s. 129r 10Section 129r. 301.03 (3) (c) of the statutes is created to read:
AB465-AA8,2,1311 301.03 (3) (c) Ensure that the amount that it expends per person on probation
12is equal to the amount that it projects it will expend, beginning in calendar year 2002,
13per person on extended supervision.
AB465-AA8, s. 129t 14Section 129t. 301.03 (3) (c) of the statutes, as created by 1999 Wisconsin Act
15.... (this act), is repealed and recreated to read:
AB465-AA8,2,1716 301.03 (3) (c) Ensure that the amount that it expends per person on probation
17is equal to the amount that it expends per person on extended supervision.".
