(2m) (a) No authority may require the submission of information relating to
6year 2000 processing under sub. (2) without authorization from the secretary of
7agriculture, trade and consumer protection.

(b) The secretary of agriculture, trade and consumer protection may authorize
9an authority to collect information relating to year 2000 processing upon making a
10finding that it is necessary to protect public health and safety.

(c) Each authority seeking authorization from the secretary of agriculture,
12trade and consumer protection shall submit a written request to the department of
1agriculture, trade and consumer protection specifying any entities from whom
2information is sought and showing how the collection of information relating to year
32000 processing by that authority is necessary to the exercise of the authority's
4regulatory power relating to protecting public health or safety.

(d) The secretary of agriculture, trade and consumer protection shall approve
6or disapprove each request submitted under par. (c) within 10 days of submittal of
7the request.".
