TO 1999 ASSEMBLY BILL 562

AB562-ASA1,1,1 1An Act relating to: creating a southeast Wisconsin crime abatement task force.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB562-ASA1, s. 1 2Section 1. Nonstatutory provisions.
AB562-ASA1,1,63 (1) Southeast Wisconsin crime abatement task force. There is created a
4southeast Wisconsin crime abatement task force that is attached to the department
5of administration under section 15.03 of the statutes and that, subject to subsection
6(2) (a ) shall consist of the following members:
AB562-ASA1,1,77 (a) Subject to subsection (2) (b), all of the following:
AB562-ASA1,1,8 81. The speaker of the assembly or a legislator whom he or she appoints.
AB562-ASA1,1,9 92. The assembly minority leader or a legislator whom he or she appoints.
AB562-ASA1,1,10 103. The senate majority leader or a legislator whom he or she appoints.
AB562-ASA1,1,11 114. The senate minority leader or a legislator whom he or she appoints.
AB562-ASA1,1,1212 (b) The state public defender or his or her designee.

1(c) The secretary of corrections or his or her designee.
AB562-ASA1,2,22 (d) The secretary of health and family services or his or her designee.
AB562-ASA1,2,33 (e) The secretary of workforce development or his or her designee.
AB562-ASA1,2,44 (f) The chief judge of Milwaukee County or his or her designee.
AB562-ASA1,2,65 (g) One circuit judge from Kenosha, Racine, Rock or Waukesha county,
6appointed by the supreme court.
AB562-ASA1,2,77 (h) The Kenosha County executive or his or her designee.
AB562-ASA1,2,88 (i) The Milwaukee County executive or his or her designee.
AB562-ASA1,2,99 (j) The Racine County executive or his or her designee.
AB562-ASA1,2,1010 (k) The Rock County administrator or his or her designee.
AB562-ASA1,2,1111 (l) The Waukesha County executive or his or her designee.
AB562-ASA1,2,1212 (m) The district attorney of Milwaukee County or his or her designee.
AB562-ASA1,2,1413 (n) One representative of a Kenosha, Racine, Rock or Waukesha county law
14enforcement agency, to be appointed by the attorney general.
AB562-ASA1,2,1515 (o) The mayor of Milwaukee or his or her designee.
AB562-ASA1,2,2016 (p) The shop steward for probation, extended supervision and parole agents,
17or the person occupying the equivalent position in the labor organization
18representing classified employes who are probation, extended supervision or parole
19agents, in a city with a population of 500,000 or more or, subject to subsection (2) (c),
20his or her designee.
AB562-ASA1,2,2121 (2) Conditions of membership.
AB562-ASA1,2,2522 (a) No member may contract with or be a director, officer or employe of an
23organization, as defined in section 19.42 (11) of the statutes, that contracts with the
24department of corrections, a county board or a court to provide community-based
25corrections programs or services.

1(b) A legislator may not be a member under subsection (1 ) (a) unless his or her
2legislative district includes part of Milwaukee, Kenosha, Racine, Rock or Waukesha
3county.
AB562-ASA1,3,54 (c) A member serving under subsection (1 ) (p) shall be a probation, parole or
5extended supervision agent in a city with a population of 500,000 or more.
AB562-ASA1,3,86 (3) Co-chairpersons and reporter. The speaker of the assembly and the senate
7majority leader shall each select one member of the task force to be cochairpersons.
8The cochairpersons shall select one member of the task force to be its reporter.
AB562-ASA1,3,129 (4) Reimbursement. Members of the task force shall be reimbursed for their
10actual and necessary expenses incurred in the performance of their duties. A
11member who is an officer or an employe of the state shall be reimbursed by the agency
12that pays the member's salary.
AB562-ASA1,3,1313 (5) Duties.
AB562-ASA1,3,1514 (a) The task force shall make recommendations concerning all of the following
15with respect to Milwaukee, Kenosha, Racine, Rock and Waukesha counties:
AB562-ASA1,3,17 161. Establishing programming that increases criminal offenders' likelihood of
17successful rehabilitation within a community setting.
AB562-ASA1,3,21 182. Establishing drug diversion courts, teen courts, day reporting centers,
19intensive supervision, deferred prosecution agreements and other
20community-based alternatives to incarceration as sanctions for offenders who
21violate conditions of community supervision.
AB562-ASA1,3,22 223. Methods to recruit and retain qualified community corrections agents.
AB562-ASA1,3,24 234. Enhancing communication among the courts and state and county agencies
24devoted to criminal justice and rehabilitation.

15. Fostering and maintaining strategies for increasing judicial and
2prosecutorial confidence in the effectiveness of community corrections programs.
AB562-ASA1,4,73 (b) No later than September 1, 2000, the task force shall submit to the
4appropriate agency, as defined in section 16.417 (1) (a) of the statutes, a description
5of any new program or any change in an existing program which it anticipates
6recommending in its report under paragraph (c ) and an estimate of the
7appropriations that will be required to implement the recommendation.
AB562-ASA1,4,128 (c) No later than January 23, 2001, the task force shall submit a written report
9of its findings and recommendations to the legislature in the manner provided in
10section 13.172 (2) of the statutes and the governor. The report shall include any
11proposed legislation that is necessary to implement the recommendations made by
12the task force in its report.
AB562-ASA1,4,1313 (6) Sunset. This section does not apply after January 23, 2001.
