AB670-ASA1,1,2 1An Act to create 66.082 (3m) of the statutes; relating to: operation and costs
2of municipal cable television systems.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB670-ASA1, s. 1 3Section 1. 66.082 (3m) of the statutes is created to read:
AB670-ASA1,1,64 66.082 (3m) Municipal cable television system. (a) A municipality that owns
5and operates a cable television system shall prepare and maintain records that
6include all of the following:
AB670-ASA1,1,97 1. The cost of franchise fees, pole rentals and all other expenses that the
8municipality would incur were it a nonmunicipal cable operator that had been
9granted a franchise by the municipality.
AB670-ASA1,1,1110 2. The amount, source and cost of working capital used for the municipal cable
11television system.

1(b) Except as provided in par. (c), a municipality that owns and operates a cable
2television system may not pass on the cost of the cable television system to
3nonsubscribers.
AB670-ASA1,2,44 (c) A municipality may pass on the cost of all of the following to nonsubscribers:
AB670-ASA1,2,55 1. Public educational and governmental access channels.
AB670-ASA1,2,76 2. Debt service on bonds issued under s. 66.059 to finance the construction,
7renovation or expansion of a municipal cable television system.
AB670-ASA1, s. 2 8Section 2. Initial applicability.
AB670-ASA1,2,109 (1) This act first applies to municipalities that begin operation of a municipal
10cable television system on the effective date of this subsection.
AB670-ASA1, s. 3 11Section 3. Effective date.
AB670-ASA1,2,1312 (1) This act takes effect on the first day of the 3rd month beginning after
13publication.
