TO 1999 ASSEMBLY BILL 916

AB916-ASA1,1,6 1An Act to repeal 20.865 (4) (d); to amend 20.435 (4) (bc); and to create 20.865
2(4) (d) of the statutes; relating to: authorizing the joint committee on finance
3to supplement an appropriation for the badger care health care program and
4authorizing the department of health and family services to establish certain
5reimbursement rates for health care services provided under the badger care
6health care program and making an appropriation.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB916-ASA1, s. 1 7Section 1. 20.435 (4) (bc) of the statutes, as affected by 1999 Wisconsin Act 9,
8is amended to read:
AB916-ASA1,1,119 20.435 (4) (bc) Health care for low-income families. As a continuing
10appropriation
Biennially, the amounts in the schedule for the badger care health care
11program for low-income families under s. 49.665.
AB916-ASA1, s. 2 12Section 2. 20.865 (4) (d) of the statutes is created to read:

120.865 (4) (d) Badger care health care program supplement. A sum sufficient
2to supplement the appropriation under s. 20.435 (4) (bc) as provided in 1999
3Wisconsin Act .... (this act), section 4 (b).

AB916-ASA1, s. 4 6Section 4 . Nonstatutory provisions.
AB916-ASA1,2,77 (1) Badger care supplement.
AB916-ASA1,2,178 (a) The joint committee on finance may transfer in the 1999-2001 fiscal
9biennium appropriated moneys from the general purpose revenue appropriation
10account of any state agency, as defined in section 20.001 (1) of the statutes, other than
11a sum sufficient appropriation account, to the appropriation account under section
1220.435 (4) (bc) of the statutes to supplement the badger care health care program for
13costs of increasing enrollment and changing the rates of reimbursement paid to
14health care providers if the committee finds that the transfer will eliminate
15unnecessary duplication of functions, result in more efficient and effective methods
16for performing programs or more effectively carry out legislative intent, and that
17legislative intent will not be changed by the transfer.
AB916-ASA1,3,218 (b) Notwithstanding paragraph (a) and sections 13.101 (3) and (4) and 20.003
19(4) of the statutes, from the appropriation under section 20.865 (4) (d) of the statutes,
20the joint committee on finance may supplement in the 1999-2001 fiscal biennium the
21appropriation to the department of health and family services under section 20.435
22(4) (bc) of the statutes to supplement the badger care health care program for costs
23of increasing enrollment and changing the rates of reimbursement paid to health
24care providers if the committee determines that appropriated moneys are

1insufficient to supplement the appropriation account under s. 20.435 (4) (bc) as
2provided under paragraph (a).
AB916-ASA1, s. 5 3Section 5. Effective dates. This act takes effect on the day after publication,
4except as follows:
AB916-ASA1,3,65 (1) The repeal of section 20.865 (4) (d) of the statutes takes effect on July 1,
62001.
