SB244-SSA1,1,3 1An Act to create 15.347 (5), 20.855 (4) (d), 23.315, 25.29 (1) (f) and 73.03 (56) of
2the statutes; relating to: the transfer of an amount from the general fund to
3the conservation fund, creating a council and making an appropriation.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB244-SSA1, s. 1 4Section 1. 15.347 (5) of the statutes is created to read:
SB244-SSA1,1,85 15.347 (5) Council on the conservation fund. There is created in the
6department of natural resources a council on the conservation fund consisting of
7members appointed by the secretary of natural resources. The council shall include
8at least one of each of the following:
SB244-SSA1,1,99 (a) A representative of the conservation congress.
SB244-SSA1,1,1010 (b) A representative of a fishing organization.
SB244-SSA1,1,1111 (c) A representative of a hunting organization.
SB244-SSA1,1,1212 (d) A person who provides outdoor skills training or education.

1(e) A representative of a land and water conservation organization.
SB244-SSA1,2,32 (f) A representative of an organization that promotes the public interest in
3state parks and forests.
SB244-SSA1,2,44 (g) A representative of a snowmobile organization.
SB244-SSA1,2,55 (h) A representative of an environmental organization.
SB244-SSA1, s. 2 6Section 2. 20.855 (4) (d) of the statutes is created to read:
SB244-SSA1,2,97 20.855 (4) (d) Transfer to the conservation fund; sales and use tax formula. A
8sum sufficient equal to the amount specified in s. 25.29 (1) (f) to be transferred to the
9conservation fund on September 1 annually.
SB244-SSA1, s. 3 10Section 3. 23.315 of the statutes is created to read:
SB244-SSA1,2,17 1123.315 Appropriation of certain conservation fund moneys. (1)
12Notwithstanding s. 16.42 (1), the department shall submit, as part of its biennial
13budget request for the 2001-03 fiscal biennium, and for each fiscal biennium
14thereafter, a proposal for the appropriation of funds related to the moneys that are
15derived from the amounts that are transferred to the conservation fund under s.
1620.855 (4) (d). The proposal shall provide that at least 75% of these funds be
17appropriated for fish and wildlife, forestry and parks programs.
SB244-SSA1,2,19 18(2) The council on the conservation fund shall assist the department in the
19preparation of its budget request under sub. (1).
SB244-SSA1, s. 4 20Section 4. 25.29 (1) (f) of the statutes is created to read:
SB244-SSA1,2,2221 25.29 (1) (f) For fiscal year 2001-02 and for each fiscal year thereafter, the sum
22of the following:
SB244-SSA1,2,2423 1. An amount equal to one-fifteenth of 1% of all of the gross receipts upon which
24sales taxes are imposed under s. 77.52.

12. An amount equal to one-fifteenth of 1% of all of the sales prices upon which
2use taxes are imposed under s. 77.53.
SB244-SSA1, s. 5 3Section 5. 73.03 (56) of the statutes is created to read:
SB244-SSA1,3,74 73.03 (56) By September 1, 2001, and by September 1 of each year thereafter,
5to certify to the department of administration the amount of all of the gross receipts
6upon which sales taxes are imposed under s. 77.52 and the amount of all of the sales
7prices upon which use taxes are imposed under s. 77.53 for the previous fiscal year.
SB244-SSA1, s. 6 8Section 6. Effective dates. This act takes effect on the day after publication,
9except as follows:
SB244-SSA1,3,1110 (1) The treatment of section 20.855 (4) (d) of the statutes takes effect on July
