CONFERENCE SUBSTITUTE AMENDMENT 1,
TO 1999 SENATE BILL 450

SB450-CSA1,1,5 1An Act to repeal 16.54 (11m) and 20.370 (5) (dd); to amend 20.370 (5) (bx) and
220.370 (9) (iq); to repeal and recreate 20.370 (9) (iq); and to create 20.370 (5)
3(dd) and 59.25 (3) (rm) of the statutes; relating to: distribution of national
4forest income payments from the federal government and making
5appropriations.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB450-CSA1, s. 1 6Section 1. 16.54 (11m) of the statutes, as created by 1999 Wisconsin Act 9, is
7repealed.
SB450-CSA1, s. 2 8Section 2. 20.005 (3) (schedule) of the statutes: at the appropriate place, insert
9the following amounts for the purposes indicated: - See PDF for table PDF
SB450-CSA1, s. 3 1Section 3. 20.370 (5) (bx) of the statutes, as affected by 1999 Wisconsin Act 9,
2is amended to read:
SB450-CSA1,2,93 20.370 (5) (bx) Resource aids — national forest income aids. All moneys
4received from the U.S. government for allotments to school districts counties
5containing national forest lands, and designated for the benefit of public roads in
6such counties,
shall be distributed in proportion to the national forest acreage in each
7school district county as certified by the U.S. forest service. Such distribution shall
8be made annually within 60 days after receipt of the money from the federal
9government.
SB450-CSA1, s. 4 10Section 4. 20.370 (5) (dd) of the statutes is created to read:
SB450-CSA1,2,1311 20.370 (5) (dd) Payments to certain towns; general fund. From the general
12fund, the amounts in the schedule to make the payments required under 1999
13Wisconsin Act .... (this act), section 9 (1).

SB450-CSA1, s. 6 16Section 6. 20.370 (9) (iq) of the statutes is amended to read:

18subscriptions and other revenues generated by Wisconsin natural resources

1magazine, to be used for its production, handling and distribution and to make the
2payment required under 1999 Wisconsin Act .... (this act), section 9 (1 )

4(this act), is repealed and recreated to read:
SB450-CSA1,3,75 20.370 (9) (iq) Natural resources magazine. All moneys received from
6subscriptions and other revenues generated by Wisconsin natural resources
7magazine, to be used for its production, handling and distribution.
SB450-CSA1, s. 8 8Section 8 . 59.25 (3) (rm) of the statutes is created to read:
SB450-CSA1,3,149 59.25 (3) (rm) If the treasurer's county receives national forest income,
10distribute the income to the towns in the county in which national forest lands are
11situated, with each town to receive such proportion of the income as the area of
12national forest lands in the town bears to the area of the national forest lands in the
13entire county. Fifty percent of the amount received by any town shall be expended
14by the town exclusively for the benefit of roads therein.
SB450-CSA1, s. 9 15Section 9 . Nonstatutory provisions.
SB450-CSA1,3,2416 (1) Payments to certain towns. No later than June 30, 2000, the secretary of
17natural resources shall distribute $1,354,400 from the appropriation account under
18section 20.370 (5) (dd) of the statutes, as created by this act, and $451,400 from the
19appropriation account under section 20.370 (9) (iq) of the statutes, as affected by this
20act, to towns that were eligible to receive national forest income payments under
21section 59.25 (3) (r), 1997 stats., during the 1998-99 fiscal year. The secretary shall
22distribute the moneys to the towns according to the criteria required for the
23distribution of national forest income payments under section 59.25 (3) (r), 1997
24stats.

1Section 10. Effective dates. This act takes effect on the day after publication,
2except as follows:
SB450-CSA1,4,53 (1) Payments to certain towns. The repeal of section 20.370 (5) (dd) of the
4statutes and the repeal and recreation of section 20.370 (9) (iq) of the statutes take
5effect on July 1, 2000.
