7and interest costs incurred in financing subsidized educational technology
8infrastructure loans to school districts under s. 44.72 (4)
(a) and to make full payment
9of the amounts determined by the building commission under s. 13.488 (1) (m), to the
10extent that these costs and payments are not paid under par. (h).".

14improvement fund, a sum sufficient for the technology for educational achievement
15in Wisconsin board to make subsidized educational technology infrastructure loans
16to school districts under s. 44.72 (4)
(a). The state may contract public debt in an
17amount not to exceed $100,000,000 for this purpose.".

Section 14g. 44.72 (4) (a) of the statutes is amended to read:

Subsidized loans to school districts authorized. The board may
22make subsidized loans under this
subsection paragraph to school districts from the
23proceeds of public debt contracted under s. 20.866 (2) (zc)
and to public library boards
24from the proceeds of public debt contracted under s. 20.866 (2) (zcm). Subsidized
1loans under this subsection may be used only for the purpose of upgrading the
2electrical
and computer network wiring of school and
library school administration 3buildings in existence on October 14, 1997
, and installing and upgrading computer
4network wiring. The board may also make subsidized loans under this paragraph
5to school districts that have completed internal electrical and computer network
6wiring for the purpose of creating a wide area network for voice, data and video
7transmission that connects school and school administration buildings in a school
8district.

13purpose of upgrading the electrical and computer network wiring of public library
14and public library system buildings in existence on October 14, 1997. The board may
15also make subsidized loans under this paragraph to public libraries and public
16library systems for the purpose of purchasing hardware, other than personal
17computers, that will enable the computer network in public library and public library
18system buildings to be directly connected to the internet.".
