AB1-ASA1-AA1,6,17 " Section 6p. 13.085 of the statutes is created to read:

AB1-ASA1-AA1,6,21 13.085 Passage of bills increasing certain net revenues. The passage in either house of the legislature of any law to provide by law for a net increase in revenues from state sales taxes, income taxes, and franchise taxes requires the approval of two-thirds of the members present.".

There is created a joint survey committee on mandates, consisting of 3 majority party and 2 minority party senators and 3 majority party and 2 minority party representatives to the assembly, appointed as are the members of standing committees in their respective houses.

AB1-ASA1-AA1,7,10 (3) Committee procedures. (a) The committee shall meet at the call of either or both of its cochairpersons.

AB1-ASA1-AA1,7,12 (b) All actions of the committee require the approval of a majority of all of the members.

AB1-ASA1-AA1,7,19 (4) Powers and duties. (a) Within 30 days after being notified pursuant to s. 66.0143 (2) (e), the committee may approve or reject the waiver granted under that paragraph or may extend the time for approval or rejection of the waiver by 30 days or less. If the committee neither approves nor rejects the waiver within the initial or extended period, whichever is applicable, or if the committee does not meet within the initial or extended period, whichever is applicable, the waiver takes effect without committee approval.

AB1-ASA1-AA1,8,11 (2) The governor shall establish a program, entitled "Renew Wisconsin," under which the governor will appoint a committee for each state agency to conduct periodic performance evaluations of the operations of each state agency. In appointing members to the various committees, the governor shall seek to appoint to each committee both state and local government public officials and employees and individuals who are not state and local government public officials and employees.

AB1-ASA1-AA1,8,15 (3) Each committee shall review the performance of the state agency assigned to the committee and shall identify ways in which the state agency can improve its responsiveness to the residents of this state and ways in which the state agency can reduce the costs of performing its duties.

AB1-ASA1-AA1,8,18 (4) Each committee shall review the statutes and rules that affect the operation of the state agency assigned to the committee for review and shall do all of the following:

AB1-ASA1-AA1,8,19 (a) Identify the statutes and rules that are obsolete.

AB1-ASA1-AA1,8,21 (b) Identify the statutes and rules that provide benefits that exceed their costs and the statutes and rules that provide benefits that do not exceed their costs.

AB1-ASA1-AA1,8,24 (c) Make recommendations for modifications to the statutes and rules to more effectively and efficiently accomplish the public policy goals contained in the statutes and rules.

AB1-ASA1-AA1,9,2 (5) Each committee shall conduct one or more public hearings for the purpose of gathering information to perform its duties under subs. (3) and (4).

AB1-ASA1-AA1,9,4 (6) The department of administration shall provide all staff support required for the operation of each committee.

AB1-ASA1-AA1,9,6 (7) Each state agency shall fully cooperate with each committee and shall provide any information requested by a committee.

AB1-ASA1-AA1,9,9 (8) Each committee shall submit a written report of its findings, conclusions, and recommendations to the governor and the chief clerk of each house of the legislature, for distribution to the legislature under s. 13.172 (2).".

[revisor inserts date], each commission chairperson under s. 230.08 (2) (m) and each commissioner of the public service commission may appoint an executive assistant to serve at his or her pleasure outside the classified service. The executive assistant shall perform duties as the chairperson or commissioner prescribes.

AB1-ASA1-AA1,13,5 (b) The members under par. (a) 1. to 5. shall be appointed for 3-year terms. Any such member may be removed by the governor for just cause.".
