AB1-ASA1-AA10,1,11 At the locations indicated, amend the substitute amendment as follows:
AB1-ASA1-AA10,1,2 21. Page 348, line 9: after that line insert:
AB1-ASA1-AA10,1,3 3"(5d) Nonessential governmental travel outside this state prohibited.
AB1-ASA1-AA10,1,7 4(a) Before July 1, 2005, no state officer or employee may use funds from any
5revenue source except federal revenue to pay for travel outside this state that is not
6essential to the performance of core governmental duties or the exercise of core
7governmental powers.
AB1-ASA1-AA10,2,2 8(b) Notwithstanding section 16.50 (1) (a) and (2) of the statutes, the secretary
9of administration shall require submission of expenditure estimates under section
1016.50 (1) of the statutes for all expenses incurred before July 1, 2005, and shall
11withhold approval of any estimate for expenditures if the secretary determines that

1the travel outside this state is not essential to the performance of core governmental
2duties or the exercise of core governmental powers.".
