AB1-ASA1-AA13,1,3 3" Section 6h. 13.121 (5) of the statutes is created to read:
AB1-ASA1-AA13,1,74 13.121 (5) Office expenses. The legislature or a house or committee thereof
5may not authorize a member of the legislature to expend in 2003 and 2004 more in
6office expenses excluding personnel costs than 85% of the maximum authorized for
7office expenses excluding personnel costs in 2001 and 2002.

, is amended to read:
AB1-ASA1-AA13,2,1510 13.123 (1) (a) 1. Any member of the legislature who has signified, by affidavit
11filed with the department of administration, the necessity of establishing a
12temporary residence at the state capital for the period of any regular or special

1legislative session shall be entitled to an allowance for expenses incurred for food and
2lodging for each day that he or she is in Madison on legislative business, but not
3including any Saturday or Sunday unless the legislator is in actual attendance on
4such day at a session of the legislature or a meeting of a standing committee of which
5the legislator is a member. The amount of the allowance for the 2003-05 biennial
6session and
each biennial session thereafter shall be 90% 76.5% of the per diem rate
7for travel for federal government business within the city of Madison, as established
8by the federal general services administration. For the purpose of determining the
9amount of the allowance, the secretary of employment relations shall certify to the
10chief clerk of each house the federal per diem rate in effect on December 1, or the first
11business day thereafter if December 1 is not a business day, in each even-numbered
12year. Each legislator shall file an affidavit with the chief clerk of his or her house
13certifying the specific dollar amount within the authorized allowance the member
14wishes to receive. Such affidavit, when filed, shall remain in effect for the biennial
15session.".
