10amount that is invested in venture capital investment firms before the effective date

12investment firms in which to make investments, the board is subject to the standard
13of responsibility under s. 25.15 (2) and shall consider all of the following factors:

24investments in businesses that are in the venture capital stage.

16. The relationships that the venture capital investment firms have with
2technology transfer organizations, such as the Wisconsin Alumni Research
3Foundation, Inc.
AB1-ASA1-AA55,4,54 7. The ability of the venture capital investment firms to do lead and follow-on
5investments.
AB1-ASA1-AA55,4,126 (b) Any venture capital investment firm in which the investment board makes
7an investment under par. (a) shall make an effort to invest in businesses located in
8the areas of Green Bay, Eau Claire, Madison, Janesville-Beloit, La Crosse, Stevens
9Point-Marshfield, Racine-Kenosha, Milwaukee, Sheboygan-Manitowoc, Superior,
10the Fox River Valley, and Wausau and within the boundaries of any federally
11recognized Indian reservation. The investment board shall determine the
12geographic boundaries of each area.
AB1-ASA1-AA55,4,1613 (c) Nothing in this subsection limits the authority of the board to make any
14other investments that are otherwise authorized by law or restricts the authority of
15the board or any venture capital investment firm to make investments in any area
16of this state.".

AB1-ASA1-AA55,4,1919 (a) In this subsection:
AB1-ASA1-AA55,4,20 201. "Department" means the department of commerce.
AB1-ASA1-AA55,4,22 212. "High-technology corporation" means the high-technology business
22development corporation under section 560.27 of the statutes.
AB1-ASA1-AA55,4,23 233. "Secretary" means the secretary of commerce.

1(b) Notwithstanding section 560.27 (3) (c) of the statutes, the department may
2make grants in the 2001-03 fiscal biennium of up to $600,000 from the appropriation
3under section 20.143 (1) (kL) of the statutes, as created by this act, and of up to
4$1,825,000 from the appropriation under section 20.143 (1) (c) of the statutes, as
5affected by this act, to the high-technology corporation if all of the following apply:
AB1-ASA1-AA55,5,86 1. The high-technology corporation uses the grant proceeds for a media
7campaign that identifies Wisconsin as the leader in biotechnology and to recruit
8biotechnology businesses for start-up in, or expansion to, this state.
AB1-ASA1-AA55,5,109 2. The high-technology corporation submits to the department a plan for the
10use of the proceeds, and the secretary approves the plan.
AB1-ASA1-AA55,5,1211 3. The high-technology corporation contributes matching funds equal to the
12amount of the grant proceeds.
AB1-ASA1-AA55,5,1413 4. The high-technology business agrees in writing to submit to the department
14the report required under paragraph (c) by the time required under paragraph (c).
AB1-ASA1-AA55,5,1815 (c) If the high-technology corporation receives a grant under this subsection,
16the high-technology corporation shall submit to the department, within 6 months
17after spending the full amount of the grant, a report detailing how the grant proceeds
18were used.
AB1-ASA1-AA55,6,619 (2q) Grant to Forward Wisconsin, Inc. Notwithstanding section 560.07 (3) (b)
20of the statutes, from the appropriation under section 20.143 (1) (c) of the statutes, as
21affected by this act, the department of commerce may make a grant of up to $75,000
22in fiscal year 2001-02 to Forward Wisconsin, Inc., for its costs to participate in
23biotechnology trade shows. Forward Wisconsin, Inc., shall expend the grant
24proceeds in adherence with the uniform travel schedule amounts approved under
25section 20.916 (8) of the statutes and may not expend the grant proceeds on

1entertainment, on foreign travel, on payments to persons not providing goods or
2services to Forward Wisconsin, Inc., or for other purposes prohibited by contract
3between Forward Wisconsin, Inc., and the department of commerce. The
4department of commerce shall enter into an agreement with Forward Wisconsin,
5Inc., that specifies the uses for the grant proceeds under this subsection and
6reporting and auditing requirements.".
