AB1-ASA1-AA59,1,11 At the locations indicated, amend the substitute amendment as follows:
AB1-ASA1-AA59,1,2 21. Page 359, line 1: after that line insert:
AB1-ASA1-AA59,1,4 3"(2q) Encouraging this state's executive branch to establish a sister-state
4relationship between Wisconsin and the Cap Vert region of Senegal.
AB1-ASA1-AA59,1,55 (a) The legislature finds that:
AB1-ASA1-AA59,1,76 1. African American residents of Wisconsin are developing trade, commerce,
7and cultural ties with the Senegalese people.
AB1-ASA1-AA59,1,118 2. Goree Island, which is located in the Cap Vert region of Senegal, was the
9debarkation point for African slaves bound for American shores, which makes it
10extremely likely that there are African Americans currently residing in Wisconsin
11who are descendants of people from that region.

13. A sister-state relationship would benefit both Wisconsin and the Cap Vert
2region of Senegal by facilitating an exchange of information and ideas, by promoting
3travel between the 2 regions, and by increasing the number of exchange programs
4between them.
AB1-ASA1-AA59,2,65 (b) The legislature encourages this state's executive branch to establish a
6sister-state relationship between Wisconsin and the Cap Vert region of Senegal.".
