AB1-ASA1-AA6,1,1 At the locations indicated, amend the substitute amendment as follows:

AB1-ASA1-AA6,1,2 1. Page 359, line 1: after that line insert:

AB1-ASA1-AA6,2,2 "(2y) Study of the state biennial budget process. The joint legislative council shall study the manner in which the biennial budget is prepared by the secretary of administration and is considered by the legislature, and shall prepare proposed legislation with a view toward reforming the state biennial budget process. The joint legislative council shall report its findings, conclusions, and recommendations, together with draft legislation required to implement the recommendations, to the legislature in the manner provided under section 13.172 (2) of the statutes by August 1, 2002. If legislation substantially identical to that prepared by the joint legislative council is not enacted by September 10, 2002, the question of enactment shall be submitted at a statewide referendum held at the 2002 general election. The joint legislative council shall prepare the question for any referendum required under this subsection.".
