TO 2001 ASSEMBLY BILL 169

AB169-ASA1,1,5 1An Act to amend 69.21 (3), 69.22 (1) (c) and 69.22 (1m); and to create 20.445
2(3) (g), 49.135, 69.21 (2m) and 69.22 (1) (d) of the statutes; relating to: a child
3care career education and training scholarship program, the sale of
4commemorative birth certificates and marriage certificates to fund that
5program, and making an appropriation.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB169-ASA1, s. 1 6Section 1. 20.445 (3) (g) of the statutes is created to read:
AB169-ASA1,1,117 20.445 (3) (g) Child care career education and training scholarships. All
8moneys received from fees under s. 69.22 (1) (d), as provided in s. 69.22 (1) (d), from
9the sale of commemorative birth certificates and marriage certificates under s. 69.21
10(2m), to be used for providing child care career education and training scholarships
11under s. 49.135 (1) and for administering that scholarship program.

149.135 Child care career education and training. (1) Child care career
2education scholarships.
From the appropriation under s. 20.445 (3) (g), the
3department or a nonprofit, tax-exempt corporation contracted with under sub. (3)
4may award scholarships of not more than $5,000 to individuals who are child care
5providers or employed by a child care provider to enable those individuals to take
6postsecondary, credit-based courses in the fields of child care or early childhood
7education.
AB169-ASA1,2,14 8(2) Child care career education scholarship contracts. The department or
9nonprofit, tax-exempt corporation contracted with under sub. (3) shall require a
10scholarship recipient under sub. (1) and, if applicable, the child care provider
11employing the scholarship recipient to enter into a contract with the department or
12nonprofit, tax-exempt corporation specifying the commitments required of each
13party to the contract. A contract under this subsection shall specify all of the
14following terms and conditions:
AB169-ASA1,2,1715 (a) The amount of the scholarship, which, subject to the $5,000 maximum limit
16specified in sub. (1), may cover up to 100% of the cost of the scholarship recipient's
17tuition and books.
AB169-ASA1,2,1918 (b) The time period of the contract and the number of credit hours of instruction
19that the scholarship recipient will take during that time period.
AB169-ASA1,3,220 (c) A commitment by the scholarship recipient not to resign from employment
21with the child care provider that employed the scholarship recipient during the time
22period of the contract for at least 6 months after the end of that time period, as
23specified in the contract; or, if the scholarship recipient is an individual who is a child
24care provider, a commitment by the individual to remain a child care provider for at

1least 6 months after the end of the time period in the contract, as specified in the
2contract.
AB169-ASA1,3,6 3(3) Administration. From the appropriation under s. 20.445 (3) (g), the
4department shall pay the costs of administering the scholarship program under this
5section. The department may contract with a nonprofit, tax-exempt corporation, as
6defined in s. 49.134 (1) (c), to administer the scholarship program under this section.
AB169-ASA1, s. 3 7Section 3. 69.21 (2m) of the statutes is created to read:
AB169-ASA1,3,208 69.21 (2m) Commemorative birth certificates and marriage certificates. (a)
9The state registrar shall issue a commemorative birth certificate or marriage
10certificate commemorating the birth or marriage of any registrant who is the subject
11of a birth certificate or marriage certificate that is registered in the office of the state
12registrar to any person who submits a written request to the state registrar and pays
13the fee specified in s. 69.22 (1) (d). A commemorative birth certificate or marriage
14certificate issued under this subsection shall be considered an unverified copy of the
15original birth certificate or marriage certificate and may not be considered a certified
16copy of the original birth certificate or marriage certificate under sub. (1), or an
17uncertified copy of the original birth certificate or marriage certificate under sub. (2).
18No commemorative birth certificate or marriage certificate issued under this
19subsection may include any information that is prohibited from disclosure under s.
2069.20 (2).
AB169-ASA1,4,221 (b) The state registrar shall prescribe a design for commemorative certificates
22issued under this subsection so that the certificates are suitable for display. The
23state registrar shall advertise that the certificates are available for sale and that the
24proceeds from the sales will be used to provide child care career education and
25training scholarships under s. 49.135. A commemorative certificate issued under

1this subsection shall have on its face the following text: "UNVERIFIED COPY. Not
2valid for identification purposes.".
AB169-ASA1, s. 4 3Section 4. 69.21 (3) of the statutes is amended to read:
AB169-ASA1,4,84 69.21 (3) Amendments. Any copy of a vital record issued under this section,
5except a commemorative birth certificate or marriage certificate issued under sub.
6(2m),
shall show all amendments or changes made on the record since it was filed,
7and the date and authority of the amendment or change unless a certificate was
8issued for the registrant under s. 69.14 (1) (h) or 69.15 (2), (3) or (4) (b).
AB169-ASA1, s. 5 9Section 5. 69.22 (1) (c) of the statutes is amended to read:
AB169-ASA1,4,1210 69.22 (1) (c) Twelve dollars Except as provided in par. (d), $12 for issuing a copy
11of a birth certificate, $7 of which shall be forwarded to the state treasurer as provided
12in sub. (1m) and credited to the appropriations under s. 20.433 (1) (g) and (h).
AB169-ASA1, s. 6 13Section 6. 69.22 (1) (d) of the statutes is created to read:
AB169-ASA1,4,2014 69.22 (1) (d) Forty-two dollars for issuing a commemorative birth certificate
15or marriage certificate under s. 69.21 (2m), $35 of which shall be credited to the
16appropriation under s. 20.445 (3) (g) and used to provide child care career education
17and training scholarships under s. 49.135 (1) and to administer that scholarship
18program, and $7 of which shall be credited to the appropriation under s. 20.435 (8)
19(kx) and used to pay for the costs of administering the sale of commemorative birth
20certificates and marriage certificates under s. 69.21 (2m).
AB169-ASA1, s. 7 21Section 7. 69.22 (1m) of the statutes is amended to read:
AB169-ASA1,5,422 69.22 (1m) The By the 15th day of the first month following the end of each
23calendar quarter, the
state registrar and any local registrar acting under this
24subchapter shall forward to the state treasurer the amount specified in sub. (1) (c)
25for each copy of a birth certificate issued during a the calendar quarter by the 15th

1day of the first month following the end of the calendar quarter
and the state
2registrar shall forward to the state treasurer the amount specified in sub. (1) (d) for
3each commemorative birth certificate or marriage certificate issued during the
4calendar quarter
