AB231-ASA1,1,1 An Act Relating to: a study on prompting economic growth.

The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:

AB231-ASA1, s. 1 Section 1. Nonstatutory provisions.

AB231-ASA1,2,2 (1) Study on promoting economic growth and efficiency. The department of revenue shall study options for restructuring shared revenue and tax incremental financing to encourage high-growth sectors of the economy, the creation of high-quality jobs in this state, and efficient development patterns that have low per-unit costs for providing public infrastructure and service delivery. The study shall include considering using up to 10% of the amount distributed to counties and municipalities under section 79.03 of the statutes to match local efforts to encourage creation of high-quality jobs in this state. The study shall also make specific recommendations on how to incorporate smart growth planning under section 16.965 of the statutes into the shared revenue program under subchapter I of chapter 79 of the statutes. No later than January 1, 2003, the department of revenue shall report the result of its study to the secretary of administration.
