AB576-AA3,1,7 "(am) The borrower has applied for all loan guarantees that are available to the borrower at the federal level for the purposes for which the borrower is applying for a guarantee under this section and, with respect to each such loan guarantee at the federal level, either has been refused a guarantee or has used all of the funds made available by the loan that was guaranteed.".
