AB709-ASA1,1,3 1An Act to amend 20.923 (4g) (intro.); and to create 36.09 (1) (hr) of the statutes;
2relating to: salaries for University of Wisconsin System senior executive
3positions.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB709-ASA1, s. 1 4Section 1. 20.923 (4g) (intro.) of the statutes, as affected by 2001 Wisconsin
5Act 16
, is amended to read:
AB709-ASA1,2,96 20.923 (4g) University of Wisconsin System senior executive positions.
7(intro.) A compensation plan consisting of 9 university senior executive salary
8groups is established for certain administrative positions at the University of
9Wisconsin System. The salary ranges and adjustments to the salary ranges for the
10university senior executive salary groups 1 and 2 shall be contained in the
11recommendations of the secretary of employment relations under s. 230.12 (3) (e).
12The salary ranges and adjustments to the salary ranges for university senior

1executive salary groups 3 to 9 shall be determined by the board of regents of the
2University of Wisconsin System based on an analysis of salaries paid for similar
3positions at comparable universities in other states. The board of regents shall set
4the salaries for these positions within the ranges to which the positions are assigned
5to reflect the hierarchical structure of the system, to recognize merit, to permit
6orderly salary progression and to recognize competitive factors. The salary of any
7incumbent in the positions identified in pars. (ae) to (f) may not exceed the maximum
8of the salary range for the group to which the position is assigned
using the procedure
9under s. 36.09 (1) (hr)
. The positions are assigned as follows:

AB709-ASA1,2,1311 36.09 (1) (hr) The board shall set the salary ranges and adjustments to the
12salary ranges for positions assigned to the university senior executive salary groups
13under s. 20.923 (4g) (ar) to (f) using the following procedure:
AB709-ASA1,2,1714 1. The board and the department of employment relations shall jointly
15determine a peer group of universities and university systems in other states that
16are comparable to the University of Wisconsin System and universities within the
17University of Wisconsin System.
AB709-ASA1,2,2518 2. Using peer group salaries for positions similar to positions assigned to the
19university senior executive salary groups under s. 20.923 (4g) (ar) to (f), the board
20shall establish a salary range for each such university senior executive salary group.
21The midpoint of the salary range for each such university senior executive salary
22group shall equal 95% of the median of the peer group salaries. The minimum of the
23range shall equal 90% of the midpoint established under this subdivision and, except
24as provided in subd. 3., the maximum of the range shall equal 110% of the midpoint
25established under this subdivision.

13. The board may pay a salary that exceeds the maximum of any range
2established under subd. 2. by submitting the proposed salary to the joint committee
3on employment relations for review and approval in the manner provided under s.
4230.12 (3) (b).
