AJR15-AA3,1,11 At the locations indicated, amend the joint resolution as follows:
AJR15-AA3,1,2 21. Page 20, line 6: after that line insert:
AJR15-AA3,1,3 3" Section 30m. Joint rule 46m is created to read:
AJR15-AA3,1,7 4Joint Rule 46m. Additional local fiscal estimates. (1) The legislative fiscal
5bureau, independently of the preparation of any other local fiscal estimate by a state
6agency, shall prepare an additional original local fiscal estimate on any bill requiring
7a local fiscal estimate.
AJR15-AA3,1,98 (2) The legislative fiscal bureau shall consult with local governmental officials
9and employees in preparing the local fiscal estimate under sub. (1).
AJR15-AA3,1,1210 (3) An original fiscal estimate prepared under sub. (1) shall be submitted to the
11legislative reference bureau for review by the requester under joint rule 48 and for
12reproduction and insertion in the bill jacket envelope.

1(4) Bills requiring local fiscal estimates under this rule may not be considered
2by the senate or assembly, and may receive neither a public hearing nor be considered
3by a senate or assembly standing committee, before the receipt of the local fiscal
4estimate prepared under this rule.
AJR15-AA3,2,95 (5) Any member may, at any time that a bill is before the senate or assembly,
6raise the issue that the bill requires a local fiscal estimate prepared under this rule,
7and if the presiding officer determines that the bill, not having the estimate, requires
8an estimate, the presiding officer shall direct the legislative fiscal bureau to prepare
9the requisite estimate.
AJR15-AA3,2,1110 (6) Local fiscal estimates prepared under this rule are required on original bills
11only and not on substitute amendments or amendments.".
