AR3-AA21,1,11 At the locations indicated, amend the resolution as follows:
AR3-AA21,1,2 21. Page 62, line 17: after that line insert:
AR3-AA21,1,6 3"(5) (a) A member may not solicit any contribution, as defined in section 11.01
4of the statutes, or solicit another person to solicit a contribution, for a registrant
5under chapter 11 of the statutes during a floorperiod of the legislature or during a
6special or extraordinary session.
AR3-AA21,1,97 (b) A member may not solicit any donation or request another person to solicit
8a donation to be used for the purpose of issue advocacy, during a floorperiod of the
9legislature or during a special or extraordinary session.
AR3-AA21,1,1310 (6) Subsection (5) does not apply to a contribution or donation solicited on
11behalf of a candidate for any office at a regular or special election, or that person's
12personal campaign committee, during the period between the first day authorized
13for filing nomination papers for that election and the date of that election.

1(7) Subsection (5) does not apply to a contribution or donation solicited on
2behalf of a legislative campaign committee during the period between the first day
3authorized for filing nomination papers for any special election to the senate or
4assembly and the date of that special election.
AR3-AA21,2,135 (9) In this rule, "issue advocacy" means making a communication by means of
6one or more communications media, as defined in section 11.01 of the statutes, or a
7mailing of 50 or more pieces of substantially identical material, or through a
8telephone bank operator, other than a communication that is exempt from reporting
9under section 11.29 of the statutes, during the period between the 60th day preceding
10an election and ending on the date of that election and that includes the name or
11likeness of a candidate whose name is certified to appear on the ballot at that
12election, the name of an office to be filled at that election, or the name of a political
13party.".
