AR3-AA5,1,11 At the locations indicated, amend the resolution as follows:
AR3-AA5,1,2 21. Page 62, line 17: after that line insert:
AR3-AA5,1,3 3" Section 96r. Assembly rule 98p is created to read:
AR3-AA5,1,7 4Assembly Rule 98p. Special-interest fiscal estimates. (1) No bill
5containing an appropriation or increasing the cost of state government or decreasing
6state revenues in an annual amount exceeding $10,000 may be considered by the
7assembly without a special interest fiscal estimate prepared pursuant to this rule.
AR3-AA5,1,128 (2) Any member may, at any time that a bill is before the assembly, raise the
9issue that the bill requires a special-interest fiscal estimate, and if the presiding
10officer determines that the bill, not having the estimate, requires an estimate, the
11presiding officer shall direct the legislative reference bureau to secure the requisite
12estimate.

1(3) If the special-interest fiscal estimate for the bill has not been provided to
2the members before consideration of the proposal by the assembly, the chief clerk
3shall read the estimate at length to the membership.
AR3-AA5,2,64 (4) (a) Except as otherwise provided by the joint rules of the legislature,
5special-interest fiscal estimates shall be prepared by the elections board or the ethics
6board or both boards, as designated by the speaker.
AR3-AA5,2,137 (b) A special-interest fiscal estimate shall set forth the contributions, as
8defined in section 11.01 of the statutes, made by any person who is licensed or is
9required to be licensed as a lobbyist or is registered or is required to be registered as
10a principal under subchapter III of chapter 13 of the statutes and who files or is
11required to file a report under section 13.67 of the statutes identifying the bill or, if
12the bill is a budget bill, the budget bill subject as one for which the principal has made
13or intends to make a lobbying communication.
AR3-AA5,2,1514 (5) Special-interest fiscal estimates are required on original bills only and not
15on substitute amendments or amendments.".
