AR56-AA2,1,9 "Whereas, the legislature recognizes the importance of the recreational and environmental resources that the Upper Mississippi River contributes to the state, the region, and the nation and, pending the recommendations for navigation infrastructure improvements by the ongoing navigation study, urges Congress to authorize full funding for the existing EMP Program and establish an EMP trust fund on an equal fiscal level with funding for the proposed navigation improvements; and".
