(6) (c) 1. If any committee identified under s. 11.05 (3) (c) as a special
9interest committee makes one or more communications to be financed with a
10disbursement for the purpose of advocating the election or defeat of a clearly
11identified candidate for a state office specified in s. 11.31 (1) (a) to (de), (e), or (f) at
1the spring or general or a special election, or any such candidate who seeks a
2nomination for such an office at a primary election, without cooperation or
3consultation with a candidate or agent or authorized committee of a candidate who
4is supported or whose opponent is opposed, and not in concert with or at the request
5or suggestion of such a candidate, agent, or committee, the committee shall file a
6report with the board. The report shall be made whenever the person makes one or
7more communications financed or to be financed with disbursements exceeding
8$2,000 in the aggregate and whenever the committee makes one or more additional
9communications financed or to be financed with disbursements exceeding $2,000 in
10the aggregate that are not identified in a previous report under this subdivision.
11Reports required under this subdivision shall be filed within 7 days after the date
12that communications financed with disbursements exceeding $2,000 in the
13aggregate that are not identified in a previous report are made, or if communications
14are made within 15 days of the date of a spring primary or election or within 15 days
15of a September or special primary or general or special election, within 24 hours after
16the date that communications financed with disbursements exceeding $2,000 in the
17aggregate that are not identified in a previous report are made.

2. If a committee makes or incurs an obligation to make a single disbursement
19for the purpose of financing communications described under subd. 1. that are to be
20made on more than one day, the committee may report the entire disbursement
21under subd. 1. for the day on which the committee makes the first communication
22financed by the disbursement, or the committee may report for each day on which
23the committee makes one or more communications financed by the disbursement the
24proportionate amount of the disbursement attributable to the cost of the
25communication or communications made on that day.

13. Each report filed under this paragraph shall contain the following
2information:

a. The name of each candidate whose election or defeat is advocated for in each
4communication financed by the disbursement and a statement as to whether the
5communication is intended to advocate the election or the defeat of the candidate.

b. The total amount or value of the disbursement and the cumulative aggregate
7disbursements reportable under this paragraph made by the person with respect to
8that election.

4. If a committee that makes a disbursement reportable under this paragraph
10files an incomplete report, or if the report reasonably appears to be incorrect, the
11board may obtain a copy of the communication and, after examination, determine the
12candidate whose election or defeat was advocated for in the communication for
13purposes of s. 11.50 (9) (b). Any determination made by the board under this
14subsection applies solely for the purpose of administration of s. 11.50 (9) (b).".".
